About Us
Beautiful Hearts and Minds Health Services is a growing behavioral health organization dedicated to providing compassionate, high-quality mental health and psychiatric rehabilitation services to individuals and families throughout Maryland. Our Outpatient Mental Health Clinic (OMHC) and Psychiatric Rehabilitation Program (PRP) are committed to promoting recovery, resilience, and overall wellness through person-centered, culturally responsive care.
We are seeking an experienced, strategic, and results-oriented Senior Executive Director to provide leadership and operational oversight for our behavioral health programs.
Position Summary
The Senior Executive Director is responsible for the overall administration, strategic growth, operational performance, financial management, regulatory compliance, and quality assurance of the organization's OMHC and PRP programs. This executive leader will work closely with clinical leadership, administrative staff, and stakeholders to ensure excellence in service delivery while maintaining compliance with Maryland Department of Health (MDH), Behavioral Health Administration (BHA), COMAR regulations, Medicaid requirements, and accreditation standards.
The ideal candidate will possess strong behavioral health leadership experience, business acumen, and expertise in Medicaid compliance, state audits, and accreditation readiness.
Essential Responsibilities
Leadership & Strategic Planning
  •  Provide executive leadership and direction for all organizational operations. 
  •  Develop and implement strategic plans that support organizational growth and sustainability. 
  •  Collaborate with ownership and leadership teams to establish goals, objectives, and performance measures. 
  •  Foster a culture of accountability, innovation, teamwork, and client-centered care. 
Operational Management
  •  Oversee daily operations of OMHC and PRP services. 
  •  Ensure efficient service delivery and program effectiveness. 
  •  Monitor organizational performance metrics and implement improvement initiatives. 
  •  Support the development and expansion of behavioral health services. 
Compliance & Accreditation
  •  Ensure compliance with Maryland Department of Health (MDH), Behavioral Health Administration (BHA), COMAR regulations, HIPAA, and Medicaid requirements. 
  •  Lead preparation and oversight for state reviews, Medicaid audits, payer audits, and compliance monitoring activities. 
  •  Maintain readiness for Joint Commission accreditation surveys and quality reviews. 
  •  Develop and implement corrective action plans as needed. 
Financial Oversight
  •  Oversee budgeting, financial planning, and fiscal management. 
  •  Monitor revenue cycle performance, billing compliance, and accounts receivable. 
  •  Identify opportunities to improve operational efficiency and financial performance. 
  •  Support grant development, contract management, and funding opportunities. 
Human Resources & Leadership Development
  •  Recruit, supervise, and develop management and leadership staff. 
  •  Ensure staffing levels meet regulatory and operational requirements. 
  •  Promote employee engagement, professional development, and retention. 
  •  Conduct performance evaluations and provide coaching to management personnel. 
Quality Improvement
  •  Oversee Continuous Quality Improvement (CQI) initiatives. 
  •  Monitor program outcomes, incident reports, client satisfaction, and compliance indicators. 
  •  Utilize data-driven decision-making to improve service quality and organizational performance. 
Community Relations
  •  Serve as a representative of Beautiful Hearts and Minds Health Services within the community. 
  •  Develop and maintain relationships with referral sources, managed care organizations, healthcare providers, and community stakeholders. 
  •  Support marketing, outreach, and business development initiatives. 
Qualifications
Required
  •  Master's degree in Healthcare Administration, Business Administration, Public Health, Social Work, Psychology, Counseling, or a related field. 
  •  Minimum of 5 years of leadership experience in behavioral health, healthcare administration, or human services. 
  •  Experience overseeing outpatient behavioral health programs, including OMHC and/or PRP services. 
  •  Demonstrated knowledge of Maryland behavioral health regulations and Medicaid requirements. 
  •  Experience managing budgets, operations, and multidisciplinary teams. 
  •  Experience with Medicaid, payer, or state audits. 
Preferred
  •  Experience with Joint Commission accreditation preparation, surveys, and compliance standards. 
  •  Experience leading organizations through state inspections and corrective action plans. 
  •  Maryland behavioral health leadership experience. 
  •  Clinical licensure (LCPC, LCSW-C, LCMFT, or Psychologist) preferred but not required. 
Knowledge, Skills & Abilities
  •  Strong leadership and organizational management skills. 
  •  Excellent communication, presentation, and relationship-building abilities. 
  •  Strong financial and operational management experience. 
  •  Ability to manage multiple priorities in a fast-paced environment. 
  •  Proficiency with Electronic Health Records (EHRs) and healthcare compliance systems. 
  •  Strong problem-solving and decision-making capabilities.
