Job description

The Center for Discoveryhas retained Tal Healthcareto identify their next Chief Operating Officer. The Chief Operating Officer (COO) ensures the efficient execution of the CEO's vision by overseeing daily operations across key departments and major initiatives at Rock Hill, including medical and clinical services, education and training services (school-based, online, and through the Alemany Learning Center), and facilities management. The COO leads major strategic projects such as the Children's Specialty Hospital, the Transitional Living Community (TLC) Skilled Nursing Facility, and NYSDOH Article 28 Clinics, while also directing staffing and training initiatives to support workforce development and the ATLAS (Assessment, Training, and Learner Advancement Services) program. They work closely with leadership to optimize care delivery, ensure regulatory compliance, manage budgets, improve operational efficiency, and expand external access to TCFD programs and intellectual property. Additionally, the COO drives process improvements, infrastructure development, and interdisciplinary collaboration to uphold the highest standards of care and service.

Functions and Responsibilities: 1. Oversight of Day-to-Day Operations
  • Manages and supervises key programs including the ATLAS program and online education initiatives; the TLC regulated by NYSDOH; the Children's Specialty Hospital regulated by Office for People with Developmental Disabilities (OPWDD) and NYSDOH; and NYSDOH Article 28 Clinics. Provides oversight of all Rock Hill operations, including facilities and grounds, clinical and medical services, and workforce training, ensuring all programs operate to high standards of care and compliance.
  • Internal Coordination - Ensures different teams and departments are aligned and working effectively together.
2. Workforce Management and Training
  • Direct staffing, recruitment, and retention efforts, ensuring proper workforce development to support growth at the Rock Hill campus and the Article 28 Clinic in Harris.
  • Supports training initiatives to maintain TCFD's high standard of interdisciplinary collaboration.
3.Implementation of Strategic Initiatives
  • Leads the execution of major projects such as the Children's Specialty Hospital, TLC Skilled Nursing Facility, Article 28 expansion, facility development and training and education expansion.
  • Works closely with medical, clinical, finance, and administrative leadership to improve care delivery and operational efficiency.
4. Financial & Compliance Operations
  • Oversees budget adherence, and cost controls for all programs.
  • Ensures regulatory compliance with OPWDD, NYS DOH, Office of Medicaid Inspector General (OMIG) working closely with Corporate Compliance administration.
  • Works with finance team on revenue cycle management, Medicaid reimbursements, and funding models.
5. Process & Infrastructure Optimization
  • Leads continuous improvement efforts to streamline processes, reduce inefficiencies, and enhance service delivery.
  • Oversees facility operations at Rock Hill, including renovations and technology upgrades, to support organizational growth.
QUALIFICATIONS:
  • Master's degree (preferred) in Business or Healthcare Administration or a related field.
  • Minimum of 10 years of operations management.
  • MUST HAVE Executive Leadership EXPERIENCE WITH IDD Population, OPWDD and a strong understanding of Article 28
  • Strong written and oral communication skills, with the ability to present complex information clearly and effectively.
  • Ability to maintain strict confidentiality and demonstrate cultural awareness and sensitivity in working with diverse teams.
  • High level of accuracy and attention to detail in preparing and entering information.
  • Ability to work independently and collaboratively with others, demonstrating strong interpersonal, analytical, and problem-solving skills.
  • Effective organizational and time management skills, with flexibility to adapt to changing priorities and demands.
  • Must live within a reasonable distance from TCFD headquarters to respond quickly to emergencies.
