Job description

Overview
The Associate Nursing Executive performs executive and high-level management functions in the planning, administration, and oversight of nursing and select non-nursing services at the Vermont Veterans' Home (VVH). This position ensures that clinical operations are conducted in accordance with federal and state regulations, professional standards, and institutional policies. Reporting directly to the Nursing Services Director, the Associate Nursing Executive plays a key role in maintaining the quality, regulatory compliance, and operational effectiveness of nursing services within the facility.
Duties include, but are not limited to:
  • Directing daily clinical operations under the supervision of the Nursing Services Director, including supervision of nursing and non nursing personnel and monitoring the quality of care provided.
  • Assisting in hiring, training, evaluating, and supporting the recruitment and retention of nursing staff.
  • Participating in investigations, administering discipline as needed, and reporting applicable matters to the Office of Professional Regulation.
  • Developing and overseeing processes that ensure regulatory compliance, quality assurance, and continued facility certification.
  • Collaborating with executive leadership, contracted partners, and external agencies to support departmental goals and ensure aligned operations.
  • Evaluating regulatory or policy changes and advising leadership on potential impacts to programs, services, and budgets.
  • Providing oversight for clinical activities during emergency events and representing the department in relevant professional organizations.

The Associate Nursing Executive participates actively in the facility's quality assurance and improvement efforts and is expected to maintain positive and professional relationships with residents, families, staff, and community partners.
This full-time position is scheduled Monday through Friday, 8:00 a.m. to 4:30 p.m., totaling 40 hours per week. Some flexibility in start and end times may be negotiated. The role is on-site at the Vermont Veterans' Home and does not require weekend or holiday coverage. However, please note that this role may require performance of duties outside of the normal workday and workweek.
By law, this classified managerial position requires the individual to function as an agency, department, or institution head; a major program or division director; a major section chief; or director of a district operation.

Candidates, including current State employees seeking transfer, promotion, demotion, or persons exercising re-employment rights, must pass a fingerprint supported background investigation applicable to the position. Additionally, in accordance with Federal and State regulatory standards, Vermont and/or national criminal record checks, Office of Inspector General exclusion database checks, motor vehicle driving record checks, and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates. Hiring managers will notify applicants who are in the final stage of the interview process of the fingerprinting and background check requirements, to which an applicant must agree to be deemed eligible for this position. Applicants will have the right to withdraw their applications before fingerprinting and/or a background investigation is conducted.
Environmental Factors
Duties are performed largely in standard office setting with predictable need for field travel for which private means of transportation may need to be available. The role may require performance of duties outside of the normal workday and workweek. Interaction with state and federal officials is frequent. Meetings with providers, families, health care proxies, guardians, fiscal agent, and the State Employees union and public may illicit strong feelings and create stressful situations.
Minimum Qualifications
Possession of (or eligible for) licensure as a Registered Nurse (RN) in Vermont OR eligible to practice in the state of Vermont via a multi-state license AND eight (8) years or more of professional nursing experience in the nursing specialty INCLUDING three (3) years or more of managerial or supervisory experience in a hospital or other health care facility.
Preferred Qualifications
Master of Science in Nursing (MSN).
Special Requirements
Must maintain Vermont licensure or multistate licensure as a Registered Nurse as a condition of employment.
Overtime work is required to maintain minimum staffing levels and for unannounced regulatory inspections and is considered a condition of employment. The ability to work overtime when required is an essential function of this job class.
