Strategic Advisor - DoW Manufacturing Technology

Job Location: Work remotely from home but with direct accessibility to a government facility (e.g., Pentagon, Mark Center), with moderate travel expected. Customers are primarily in Washington, DC.

Background

The Department of War (DoW) Manufacturing Technology (ManTech) Program is within the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)). ManTech delivers advanced manufacturing technologies that increase Warfighter advantage. The ManTech Program furthers national security by developing advanced and emerging manufacturing processes and technology, strengthening joint planning and coordination, developing advanced manufacturing for the organic industrial base, fostering outreach and communication with the defense industrial base, and recruiting and training the manufacturing workforce. Job Description and Responsibilities

The Strategic Advisor will perform tasks such as the following:

  • Serve as ManTech’s chief strategist, which includes coordinating and drafting strategy documents and analyzing and aligning strategy with higher echelon priorities and initiatives. Position also includes writing technical and strategic reports, talking points, speeches and briefings.
  • Work with Federal offices and programs targeting U.S. industrial infrastructure and capability enhancement, such as the DoW’s Warfighting Investments, Resourcing & Execution (WIRE) office, IBAS and DPA Title III programs, as well as the Department of Commerce, Department of Agriculture, and Department of Energy as required.
  • Facilitate or participate in DoW working groups, workshops, and councils focused on Joint Service coordination and the defense industrial base.
  • Collaborate with various industry associations and represent the Government client with conference/event planning, as well as being a speaker, panelist or speech writer in various professional forums to ensure clear communication of ManTech strategic initiatives.
  • Develop executive level briefings, papers and responses to Congressionally mandated requirements, and other taskings as applicable.
  • Research programs with DoW and other Federal agencies to find and recommend opportunities to leverage and collaborate with the DoD ManTech program to further both program missions.

Required Skills / Qualifications

The position requires the following skills and qualifications.

  • Bachelor's degree in Public Policy or Government Administration; Engineering or Technical field, Business or English; a master's degree is a plus.
  • At least 15 years of relevant work experience.
  • Excellent organizational skills and ability to simultaneously both individually execute, as well as lead teams in the accomplishment of, a multitude of assignments.
  • Strong verbal and written communication skills to effectively convey information to executive-level stakeholders.
  • Able to work professionally with multiple and senior levels of government officials, including direct interactions with Senior Executive Staff.
  • Drive team and individual performance from a non-supervisory and customer support role. Ability to work collaboratively in a team-oriented, remote environment. Ability to work smoothly with teams including civilian, military, and support contractor personnel from different organizations, in addition to working with industry partner personnel.
  • Strong commitment to client satisfaction. Flexibility to take on other responsibilities as client requirements evolve. Ability to listen to, understand and follow instructions in a fast-paced environment without detailed supervision.
  • Strong skills in using Microsoft Word, Excel, PowerPoint, Outlook, and Windows.
  • Have an active security clearance at the Secret level. You must be a U.S. Citizen to be eligible.

Desired Skills / Qualifications

The ideal candidate also has the following skills/qualifications.

  • At least ten years of relevant work experience in Department of War / Department of Defense industrial base programs.
  • Knowledgeable in the areas of primary manufacturing and supply chain issues affecting the DoW, as well as the DoW’s Critical Technology Areas.
  • Experience in program management, project management or project coordination in a government research & development or a manufacturing technology development environment.
  • At least ten years’ experience originating written products, such as reports, studies, briefings, or other analysis, preferable with a national security focus.
  • Strong track record of serving clients (preferably government) and high client satisfaction. Demonstrated professional initiative and insight needed to: anticipate client needs; recognize opportunities and problem areas; recommend and implement action.
