Project Overview:

Bechtel is the licensing, engineering, procurement, and construction partner on TerraPower’s Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier, and less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power.

Other Team Natrium partners include GE Hitachi Nuclear Energy, Energy Northwest, PacifiCorp, and Duke Energy, along with support from a number of national laboratories and universities. This DOE program has the potential to be the largest funding program for advanced nuclear power in U.S. history and will shape the future of nuclear energy for decades.

Job Summary:

The Deputy Field Project Controls Manager reports to the Field Project Controls Manager and works as a central resource supporting all work.  In conjunction with the Field Project Controls Manager, the Deputy Field Project Controls Manager is responsible for the effective execution of Project Controls programs on this major project in accordance with Bechtel Group, Inc., and applicable NS&E GBU Project Controls Procedures. #LI-EH1 

Major Responsibilities:
  • Assist with execution of the Project Controls program in accordance with Bechtel Group, Inc. and applicable GBU Project Controls Department Procedures.
  • Assist Field PCM with confirming maturity of information products used to construct the performance management baseline, formalizing the baseline and controlling to the baseline.
  • Assist the Field PCM in preparing, coordinating, and directing Project Controls presentations to Bechtel and client management.
  • Participates in the development and training of assigned personnel and the implementation of on-the-job and classroom training programs.
  • Conducts personnel performance reviews and career counseling when required.
  • Interviews candidates for employment and makes recommendations for employment decisions.
  • Directs project control activities.
  • Assists Field PCM in development, interpretations, and execution of policy, objectives, and standards applicable to cost and schedule control and analysis activities.
  • Provides leadership and guidance for the analysis of specially assigned change related initiatives or work planning requiring detailed change assessment and response planning efforts.
  • Provides structured leadership and guidance for the overall execution of Project Execution Risk Management (PERM) activities.
  • Provides project leaders and relevant stakeholders with risk awareness support and guidance as necessary.
  • Provides leadership in terms of integrating the risk management process with other key project procedures (e.g. Change Management, Forecasting, Cost, Trends, and Claims and support corporate, GBU, and functional stakeholders in managing enterprise level PERM activities as required.
  • Provides leadership and guidance for the analysis of specially assigned risk initiatives or work planning requiring detailed risk development, assessment, and response planning efforts.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
  • Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
  • Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility.
  • Must be a US Citizen or Permanent Resident of the US per contract requirements.
  • Thorough knowledge of and demonstrated experience in directing cost engineering functions, including cost estimating, control, and analysis, and planning and scheduling functions, including schedule development, control, and analysis.
  • Strong communication skills to influence, drive, and coach the team in effective risk and change management at all stages of delivery.
  • Demonstrated capability to interface with commercial and technical functions to effect risk and baseline change management.
  • Demonstrated expertise in delivery, communication, and training of risk processes and procedures.
  • Demonstrated skill in establishing criteria for and directing change management activities.
  • Demonstrated experience in delivery, communication, and training of risk and change management processes and procedures.
  • Skilled in oral and written communication with demonstrated ability to present information to management and to the client.
  • Significant engineering and construction management experience customarily acquired over time through specialized instruction or practical experience.  
  • Demonstrated skill in identifying, analyzing, and solving problems. 

Preferred Qualifications:

  • Proven track record of successful project change management and full exposure to project business case scrutiny processes and project controls practices.
  • Experienced in the use of the various PERM tools and methods including use of Active Risk Manager (ARM) software, @RISK, and Primavera Risk Analysis (PRA) and/or Acumen Risk and including risk statement drafting, preparation of treatment plans, and providing written risk analysis and reports for senior management.
  • Experience in the development and presentation of project estimates.
  • EPC/EPCM experience on major infrastructure programs.
  • Experienced in implementing change management systems that compliment contractual arrangements.
  • Experienced in the application of BI Analytics to deliver management information across a program.
  • Prior nuclear power plant development, permitting, engineering, procurement, and construction experience.
  • Proficiency in using multiple discipline specific applications (Ecosys, Compass, Primavera, Acumen Fuse, Power BI, etc.) currently in use by Bechtel.
