ORGANIZATIONAL OVERVIEW

Educare DC is growing to serve over 325 children from birth to five years – and their families – through our state-of-the-art center and through community partnerships. Building on the program foundations of Early Head Start and Head Start and accredited by NAEYC, Educare DC promotes school readiness by providing high-quality, comprehensive early learning programming for children who are historically underserved, eliminating the opportunity gap often experienced by low-income communities. Educare DC is part of the 25-school Educare Learning Network that serves as a platform for broader change, inspiring high-quality programs in communities, improving public policies nationally and within each state, and demonstrating a comprehensive, research-based approach to the first five years of life and learning. Educare draws on a blend of private and public dollars, including federal childcare funding, Early Head Start, Pre-K, and other state and federal funding streams.

POSITION OVERVIEW

The ERSEA Manager is responsible for strict compliance of the Enrollment, Recruitment, Selection, and Attendance functions of the Educare DC programs. The ERSEA Manager will supervise the enrollment team that supports the daily functions of ERSEA. The ERSEA Manager and team will also ensure Head Start policies regarding Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) are properly implemented and consistently followed across all programs including Early Head Start, Head Start, Prenatal, and Childcare Partnership sites. The Manager is also responsible for the management of accurate inputting, analyzing, and the reporting of data related to ERSEA across Educare DC Programs.

The ERSEA Manager supervises the Enrollment Specialist.

RESPONSIBILITIESERSEA Management and Monitoring
  • Manages the authorization of child enrollment by reviewing confidential documents and Federal Poverty Guidelines to determine eligibility
  • Monitors Head Start Program Performance Standards updates and revised state regulations pertaining to enrollment and eligibility
  • Collaborates with the Director of Recruitment and Enrollment with planning, development and implementation of ERSEA plans
  • Evaluates, designs and monitors systems to process enrollment applications, including determination of eligibility and selection criteria
  • Ensures full program enrollment, specifically including collaborating with ERSEA Specialist in managing completion of enrollments and consistently monitoring vacancies
  • Leads childcare subsidy level II application, eligibility, and renewal process for the Parkside location and supports IDEA location as needed
  • Conducts monthly internal student file audits to ensure accuracy within Head Start and OSSE regulations
  • Data Management
  • Provides guidance and expertise to ensure efficient data collection
  • Leads, analyzes, and monitors all data entry to ensure all data is accurate and current
  • Collaborates with the Director of Recruitment and Enrollment to establish a reliable system for sharing and using enrollment data to support continuous program improvement and individualized planning for children and families
  • Prepares and distributes timely reports and tracking regarding ERSEA updates
  • Inputs data for Head Start Program Information Report, Community Needs Assessment, SelfAssessment and other reporting to meet Head Start Program Performance Standards
  • Monitors the collection of appropriate documentation to complete the DC Residency Verification PKEEP enrollment audit in compliance with OSSE
  • Provide weekly enroll, waitlist, dropped, and transitioning student reporting to CCP Sites and staff
  • Training
  • Leads weekly ERSEA training on relevant Head Start Performance Standards and OSSE regulations for ERSEA staff
  • Develops workshops, training and/or technical assistance regarding ERSEA topics to staff, families, and broader community in group or individual settings, as needed
  • Other
  • Attends all required meetings and trainings, including supervisory training
  • Promotes consistent exchange of information by communicating in a professional manner through verbal/written means while maintaining confidentiality at all times

  • EXPERIENCE AND ABILITIES
  • Ability to prioritize multiple tasks and exercise independent judgment in repeated and routine responsibilities and accomplish assignments in a timely manner
  • Ability to perform effectively under pressure and adapt to change
  • Provide administrative support to the department while maintaining a high level of confidentiality
  • Ability to fluently speak, read, write and understand English
  • Ability to learn childcare subsidy eligibility and Head Start policies and procedures, especially related to ERSEA and reporting requirements
  • 35 years of relevant experience
  • Experience in an early childhood or school environment preferred; Early Head Start/Head Start program experience is a plus
  • Experience utilizing ChildPlus software preferred
  • Must have excellent customer service skills and proven ability to work with individuals from various educational, socioeconomic, and cultural backgrounds
  • Proficient with computer applications thorough understanding of Microsoft Outlook (Microsoft Office required), word processing (Microsoft Word), spreadsheets (Excel) and email systems.
  • EDUCATION REQUIREMENTS
  • Bachelor’s Degree required, with one to three years of supervisory experience
  • ADDITIONAL JOB REQUIREMENTS
  • Child Care Subsidy Eligibility Certified or completion within 1 year of hire
  • Clearance of background checks as required by local, state and federal regulations.
  • Physical examination and diagnostic tests as required by local, state and federal regulations.
  • A biannual physical exam, drug screen, covid 19 vaccination, and TB test are required as a condition of continual employment.
