Job description

POSITION SUMMARY:  
This position is responsible for leading, coaching and mentoring the Enterprise Program Management Office (EPMO) program and project managers to ensure the accomplishment of key strategic business objectives through the successful execution of programs and projects.   This position will define departmental level objectives and strategies and ensure business needs are well understood and that resources are appropriately allocated across program and project initiatives.  This position will work closely with the other NMDP departments, senior level executives and key functional partners to meet these goals.

ACCOUNTABILITIES:  
Strategic Leadership:
    Partners with the Executive Team to ensure alignment of integrated program, strategic planning and innovation in alignment with the organization's strategic objectives.
    Establishes and maintains strong partnerships with senior leadership and key stakeholders for delivery success.  
    Partners with the resource managers to ensure availability, commitment and alignment of necessary resources for delivering programs/projects.
    Develops metrics and communication framework to ensure leadership understanding of program status and progress.
Identifies new opportunities for program and process continuous improvements.
EPMO Leadership: Develops a vision for the Enterprise Program Management function through portfolio management methodology, processes, and tools.

EPMO Strategy, Governance & Performance
    Develops EPMO key performance indicators, establishes baselines, and leads ongoing tracking, measurement, reporting, and continuous improvement of KPI performance.
    Reenvision and implement program delivery processes and roll-out of matured program management in alignment with product model 
    Establishes and maintains a standard project and program management framework, including processes, tools, and governance standards, ensuring consistent adoption across the organization.
    Oversees development and implementation of program/project management tools and methodologies to improve delivery quality, predictability, and efficiency.
    Tracks and reports on portfolio performance to ensure alignment with organizational priorities and responsiveness to changes in strategy or scope.
    Partners with Finance to lead resource availability analysis and demand forecasting for all cross functional resources.
Continuous Improvement & Organizational Capability
    Champions and sustains a culture of continuous improvement, promoting learning, operational excellence, and long term, sustainable results.
    Provides leadership in project management best practices to enhance organizational delivery capability and maturity.
Program & Project Leadership
    Facilitates the development, execution, and delivery of programs and projects within agreed upon timelines, quality standards, and financial parameters.
    Ensures effective communication of project content-including deliverables, risks, and issues-between project teams, sponsors, and stakeholders.
    Monitors project execution to ensure scope, budget, and timelines are met, and that teams deliver high quality program and project plans, roadmaps, milestones, and resource estimates.
Team Leadership, Coaching & Development
    Leads, hires, trains, and develops a high performing EPMO team, ensuring the right mix of skills, capabilities, and professional readiness to support strategic programs and projects.
    Builds a cohesive, goal aligned team culture grounded in collaboration, accountability, and consistent application of project management best practices.
    Guides team members in cultivating strong, productive relationships with key stakeholders across the organization to ensure alignment and shared ownership of outcomes.
    Develops staff through coaching, growth opportunities, and a culture of continuous learning, collaboration, and knowledge sharing.
Stakeholder Engagement & Relationship Management
    Builds and maintains strong, collaborative relationships with key stakeholders, ensuring transparency, alignment, and shared success across the project lifecycle.
    Ensures effective communication channels that support informed decision making and timely escalation of risks and issues.
Department Leadership & Operations
    Leads departmental operations, including budgeting, administrative oversight, and coordination of key functions such as contract negotiations, reporting requirements, and contributions to the annual EPMO budget.
    Plans and manages the department budget, ensuring alignment with organizational priorities and responsible stewardship of resources.
    Partners with resource managers to ensure availability, alignment, and commitment of required resources for successful program and project delivery.
    Promotes new and existing processes, including presenting to internal audiences and supporting organizational adoption.
Additional Responsibilities
    Performs other duties as assigned to support departmental and organizational objectives.

REQUIRED QUALIFICATIONS:
Knowledge of: 
    Delivery of programs and projects in a product-driven organization
    Broad Range of Project Management Methodologies.
    Project Management Office tool sets.

    This position may involve occasional travel.

Education and/or Experience: 
    Bachelor's degree required, preferably in business, information technology or related field.  Master's degree preferred.  Industry and professional certifications such as PMP, Agile, Lean, and Six Sigma are desirable.  On evaluation, equivalent related experience and/or education may be substituted for the degree requirement.
    Minimum of 10-15 years project management experience managing moderate to high risk projects in all project management processes/phases, using several different project methodologies.  
    Minimum of 5 years of professional Director level leadership managing teamwork and cross functional collaboration.  Direct experience managing staff including supervision of professional, technical and administrative staff within a Project Management Office environment.  
PREFERRED QUALIFICATIONS: (Additional qualifications that may make a person even more effective in the role, but are not required for consideration) 
    Experience managing large, diverse, matrixed teams.
    Experience working with executive management
    Experience leading IT development and change management projects with demonstrated success. 
    Experience working with Agile, Waterfall and hybrid environments.
    Experience working in a product driven organization
