SUMMARY

The EPC Workforce Specialist supports the coordination and administration of field workforce activities across Qcells USA's EPC construction projects. This role is responsible for tracking labor resources, maintaining workforce data, coordinating with staffing agencies, and supporting the COO organization in meeting manpower requirements throughout all phases of project execution. Working closely with the EPC project team, HR, and site supervision, the EPC Workforce Specialist ensures accurate workforce records, timely communication of labor needs, coordination of project (and per diem) assignments, and workforce reporting requirements.

This position reports to the Workforce Manager, or another management personnel that the CEO of the Company may designate. This position is hybrid located in our Houston, TX office reporting to the office up to 4 days per week and working hours are Monday through Friday, from 8:00am to 5:00pm or 9:00am to 6:00pm local time. This position is expected to travel up to 10%.

ESSENTIAL JOB FUNCTION & RESPONSIBILITIES
 

·          Coordinate and track daily, weekly, and long-range staff labor requirements across active EPC project sites

·          Maintain accurate workforce data including headcounts, labor classifications, certifications, and deployment schedules

·          Liaise with staffing agencies to communicate workforce needs, mobilization timelines, and demobilization plans

·          Support project managers and site supervisors with labor forecasting, scheduling inputs, and workforce gap analysis

·          Maintain and update workforce management systems, databases, and spreadsheets with current and accurate project labor data

·          Coordinate with HR on workforce gaps, staffing plans, and hiring needs

·          Coordinate with payroll and timekeeping teams to resolve discrepancies related to field workforce hours and classifications

·          Prepare workforce status reports, manpower curves, and labor utilization summaries for project leadership

·          Assist with mobilization logistics including per diem, project assignments, and logistics

·          Regular attendance, in accordance with company's attendance policy and supervisory assignment, is an essential job duty requirement for this position

·          Perform other duties and special projects, as assigned by Management

 

REQUIRED QUALIFICATIONS
 

·          Associate's or Bachelor's degree in any degree; equivalent work experience may be considered

·          Minimum of 4 years of experience in workforce coordination, field HR, construction administration, or a related role

·          Experience supporting EPC, construction, or energy project environments preferred

·          Proficiency in Microsoft Office Suite (Excel, Word, Outlook); experience with workforce management or HRIS systems a plus

·          Strong organizational skills and attention to detail with the ability to manage multiple priorities in a fast-paced environment

·          Excellent verbal and written communication skills; ability to work effectively with field personnel, subcontractors, and office-based teams

·          Ability to maintain confidentiality and handle sensitive workforce information with discretion
