Overview
The Water Investment Division's Clean Water Initiative Program (CWIP) is seeking a highly motivated individual who is knowledgeable and passionate about clean water with technical, organizational, and communications skills. CWIP coordinates with state and federal agencies to fund, track, and report on projects to restore Vermont's waters, and communicates progress toward meeting water quality restoration targets. The Lake Champlain Basin Program (LCBP) partnership is an important component of the state's ongoing efforts to reduce pollution and restore and protect ecosystem health in the Lake Champlain basin. The LCBP Grants Manager position leads management, monitoring, and reporting of federal grants awarded to the Department of Environmental Conservation (DEC) by the U.S. Environmental Protection Agency (EPA) under the supervision of the Vermont Coordinator. This position works as part of CWIP's team focused on grant administration, operational support, funding initiative design, and implementation and works collaboratively to respond to emerging continuous improvement, accessible communications, and Vermont's Environmental Justice Law priorities. This position may include potential to telework.
Job Duties (percent of time subject to change):
Grants Management (~30%): Lead the day-to-day management of the State of Vermont LCBP-EPA grants, including completing quarterly, semiannual, and final award reports, and amending workplans and awards as needed. Support the Vermont Coordinator in preparing the annual grant application. Lead programmatic financial tracking in partnership with DEC Federal Financial Manager to ensure spending is aligned with workplans.
Operational Support (~25%): Lead LCBP program operations to advance several dynamic projects. Use and improve tracking systems to accurately monitor programmatic and financial status of projects. Review RFPs, grants, contracts, and amendments to ensure alignment with DEC's LCBP-EPA grants and CWIP programmatic requirements in coordination with Technical Project Managers (TPMs), technical experts, and Grants and Contracts teams.
Technical Program Design (~20%): Support design of funding initiatives and ensuring coordination across state and federal funding sources. Assist in the development of scopes of work.
Crosscutting Team Functions (15%): Support core CWIP functions, including CWIP financial and program operations, project-related tracking, communications, and continuous improvement. Perform other duties as assigned.
Technical Project Management (~10%): Serve as a Technical Project Manager (TPM), including drafting RFPs, agreements/amendments, monitoring project performance, ensuring progress and compliance with agreements, and approving deliverables and invoices.

Class Definition
Environmental technology work at an advanced professional level for the Department of Environmental Conservation. Duties involve complex tasks in the technical review and analysis of environmental policies, programs, activities and data in a variety of regulatory, non-regulatory, and technical programs. Duties entail the collection and analysis of environmental data, evaluation of conceptual plans for environmental investigation, and the preparation, execution and evaluation of environmental studies. Work differs from a lower level analyst in the complexity of assigned responsibilities. May provide project or program oversight and/or supervise program staff or provide expertise in a specialized engineering or program element, which is not duplicated in the Department. Work is performed under the general direction of a section supervisor or division director.
Environmental Factors
Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum Qualifications
Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.
OR
Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.
OR
Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
Preferred Qualifications

• Strong ability to coordinate work among internal and external partners, including excellent meeting facilitation, negotiation, and interpersonal skills;
• Experience in budgeting, financial tracking, and/or project management;
• Ability to understand and interpret complex and technical information and translate into grant and project management tasks;
• Excellent organizational, time management, and workload prioritization skills and attention to detail;
• Desire to be a team player with the capacity to take initiative and work independently;
• Ability to coordinate a diverse group of partners and lead groups in specific work tasks and assignments;
• Outstanding communication, presentation, and training skills;
• Experience with Microsoft Suite and data management tools; and
• Considerable knowledge of the basic principles of environmental management, protection, and water resource management across multiple sectors.
