POSITION DESCRIPTION

TITLE: Environmental Manager

REPORTS TO: Director of ESH

FLSA STATUS: Exempt

FT / PT STATUS: Full Time

PAY RANGE: $110,000.00-$120,000.00 Annually DOE

LOCATION: Hawaii

SUMMARY

The Environmental Manager (EM) is responsible for managing and implementing IMIA’s Environmental Program for work performed on Hawaii projects, including JBPHH. The EM ensures that IMIA personnel and each subcontractor performing work under IMIA’s scope comply with applicable Federal, State of Hawaii, local, NAVSEA, JBPHH, contract, and customer environmental requirements. The EM must provide on-site environmental oversight during work operations as required by the Hawaii Local Standard Items.

ESSENTIAL DUTIES & RESPONSIBILITIES

• Serve as IMIA’s designated Environmental Manager for assigned Hawaii/JBPHH work and manage the implementation of the Contractor’s Environmental Program.
• Ensure all IMIA employees, temporary labor, vendors, visitors, and subcontractors performing work on JBPHH comply with applicable Federal, State, and local environmental requirements.
• Ensure the EM or an appointed AEM is on-site during work operations at all times, and coordinate coverage to prevent gaps in required environmental oversight.
• Maintain appointment documentation signed by a company officer naming the EM and each AEM, identifying each person’s title, confirming their responsibility for managing and implementing the Contractor’s Environmental Program, and validating that each person meets required environmental qualifications and training.
• Interpret, communicate, and enforce environmental requirements contained in contract documents, NAVSEA Standard Items, Hawaii Local Standard Items, base instructions, permits, work packages, and customer direction.
• Conduct environmental pre-planning for assigned work, including review of work scope, environmental hazards, regulated materials, waste streams, storage areas, discharge points, air-emission concerns, and spill prevention controls.
• Develop, implement, and maintain environmental plans, procedures, inspection records, waste profiles, manifests, training records, spill documentation, environmental reports, and other project records required by contract or regulation.
• Perform routine environmental inspections of active work areas, staging areas, containment systems, hazardous material storage, hazardous waste accumulation areas, stormwater controls, spill kits, and pollution-prevention measures.
• Identify environmental deficiencies, initiate corrective actions, verify closure, and communicate trends or repeated issues to project leadership and the ESH Department.
• Coordinate with Operations, Project Management, subcontractors, customer representatives, and regulatory or base environmental personnel to resolve environmental concerns and maintain project continuity.
• Exercise stop-work authority when environmental controls are inadequate or when work activities present an imminent risk of release, discharge, unauthorized exposure, regulatory violation, or noncompliance.
• Perform other related duties as assigned

SUPERVISORY RESPONSIBILITY

• Directs and oversees the work of assigned Hazardous Material (HM) and Hazardous Waste (HW) Technician(s). Works closely with Project Managers and Superintendents as necessary

KNOWLEDGE, SKILLS, ABILITIES & ATTRIBUTES

The EM must have a minimum of five years of environmental experience and documented training or demonstrated competency in the following areas

• Resource Conservation and Recovery Act (RCRA) management of hazardous waste.
• Hazardous Waste Operations and Emergency Response (HAZWOPER).
• Department of Transportation hazardous materials requirements.
• Hawaii Administrative Rules (HAR), Clean Water Act, and Clean Air Act.
• Clean Water Act compliance, including pollution prevention, stormwater controls, wastewater controls, discharge prevention, and contract requirements.
• Hazardous materials management.
• Solid and hazardous waste management.
• Spill Prevention Control and Countermeasure (SPCC)
• Oil and hazardous substance (OHS) pollution prevention controls.
• Clean Air Act, NESHAP, and Ozone Depleting Substances controls.
• TSCA requirements for PCBs, lead, and asbestos.

• Strong written and verbal communication skills, including the ability to brief senior leadership, communicate with government/customer representatives, and produce clear environmental reports and corrective-action summaries.

• Working knowledge of OSHA, EPA, DOT, State of Hawaii, local environmental, NAVSEA, and customer requirements applicable to shipyard and waterfront work.

EDUCATION AND EXPERIENCE

• High school diploma or equivalent required; associate’s or bachelor’s degree in Environmental Science related discipline preferred.
• Minimum five years of environmental experience in industrial, construction, maritime, ship repair, military installation, or similar high-hazard work environments.
• Prior experience supervising, leading, or providing functional direction to employees, subcontractors, or field teams.

WORKING CONDITIONS / PHYSICAL REQUIREMENTS

• Security Clearance for access into the Controlled Industrial Area (CIA)
• Valid driver’s license and ability to access military installations, shipyards, vessels, and controlled work areas as required by contract.
• Work will be onsite of the assigned project.

• Possible exposure to extreme temperatures, high noise levels, toxic or caustic chemicals, fumes, airborne particles, outdoor weather conditions, dusty conditions, and wet and/or humid conditions..

• Computer, telephone, copy machine, adding machine, scanner, computerized project resource management and tracking software.
