Government Proposal Specialist (Part-Time)


Quality Response Medical Staffing, LLC (QRMS)


Quality Response Medical Staffing (QRMS) is seeking an experienced Government Proposal Specialist to identify government contracting opportunities and independently prepare competitive proposals for federal, state, county, municipal, and healthcare agencies.


This is not an entry-level procurement position. We are seeking someone with proven government proposal writing experience who can contribute immediately with minimal training.


Responsibilities

  • Research and identify government contracting opportunities using procurement portals such as SAM.gov, Bonfire, SAePS, IonWave, BidNet, Jaggaer, and other government procurement systems.
  • Review RFPs, RFQs, IFBs, RFIs, and other solicitations to determine bid viability.
  • Prepare and coordinate compliant government proposal packages from solicitation through submission.
  • Develop compliance checklists and proposal schedules.
  • Write, edit, and review technical proposal narratives.
  • Coordinate resumes, references, pricing information, staffing plans, certifications, and required proposal documents.
  • Submit proposals through government procurement portals.
  • Track amendments, deadlines, Q&A periods, and award notifications.
  • Work directly with executive leadership to help expand the company's government contracting portfolio.


Minimum Qualifications

  • Minimum three (3) years of experience personally preparing and submitting government proposals.
  • Experience responding to federal, state, county, or municipal solicitations.
  • Excellent technical writing and editing skills.
  • Strong organizational and project management skills.
  • Proficiency with Microsoft Word, Excel, Outlook, and Adobe Acrobat.
  • Ability to independently manage proposal assignments with minimal supervision.


Preferred Qualifications

  • Healthcare staffing proposal experience.
  • Experience with FAR and government contracting terminology.
  • Experience with VA, DoD, correctional healthcare, public health, or healthcare staffing contracts.
  • Knowledge of SDVOSB, HUB, MBE, WBE, or other socioeconomic certification programs.


Location

Applicants must reside in the San Antonio area or surrounding communities. While some work may be performed remotely, local availability is required for meetings and collaboration.


Schedule

  • Approximately 15 hours per week.
  • Flexible schedule.
  • Opportunity for additional hours based on proposal workload and contract awards.


Compensation

Compensation is based on experience and qualifications.

Applicants whose experience is primarily purchasing, supply chain, procurement operations, contract administration, or vendor management without significant government proposal writing experience may not be considered.
