Definition
Under the general direction and supervision of the appraisal manager or designee, the appraisal technician performs real property inspections, data collection, obtains construction costs, and estimates observed quality, condition and components for a variety of residential real properties within the Kenai Peninsula Borough boundaries. The appraisal technician conducts various field surveys and assists the real property appraisers in the valuation (assessment) process and in the development of standards for field inspections pertaining to the quality and classification of various residential real properties.
This is an entry-level position in the field of real property appraising with emphasis on the inventory and classification of real property improvements and land features through field and imagery inspections
Typing Test: Must submit applicable typing test per the Minimum Qualifications required. Tests can be taken online or at the Alaska Job Center or equivalent. Must show name and date of test.
Minimum Qualifications
High school diploma. Familiar with computer processing, accurately and proficiently type a minimum of 40 wpm, ability to function in stress related environment, must be able to interact effectively with the public and handle difficult situations. Must have a valid Alaska driver's license to perform all job functions, and the availability of a personal vehicle, are required.
Appraisal Technician II:
Appraisal Technician I may bump up to Appraisal Technician II once documented training is complete. Must demonstrate competence with outlook, excel, the basic understanding of the taxability of real property and the use of the existing CAMA system. Bump up to Appraisal Technician II is conditioned upon budgetary restrictions and management's review of the individual competency and capabilities of the Appraisal Technician. Applicant may be placed at Appraisal Technician II depending on previous experience and Director approval.
Essential Functions
Appraisal Technician I: While working under the direction of the Appraisal Manager or assigned staff the Appraisal Technician will:
1. Have good knowledge of and continually utilize the appraisal manual, CAMA system, camera, software systems.
2. Perform real property improvement measurements, field inspections, investigations, surveys and capture photos
3. Provide assistance to the real property appraisal staff in the performance of real property appraisals.
4. Record, collect, document and maintain real property sales.
Appraisal Technician II:
5. Prepares limited and routine real property reports and records.
6. Records, collects and documents construction cost data.
7. Gathers data pertaining to observed quality, condition and classification of residential real property.
8. Represents the department and the Kenai Peninsula Borough, at-large, in frequent contact with property owners and the general public.
9. Travel, including some overnight trips.
10. Works in a limited capacity with computerized appraisal systems and equipment as required.
Other Functions:
  1. Other related duties as assigned.

Vehicle Requirements: Vehicle must be shown to be safe and reliable and must be able to meet the criteria established in the Kenai Peninsula Borough's Vehicle Policy within 30 days of hire.
Physical Demands
While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit and to use hands and fingers dexterously to operate office equipment, cameras, measuring tapes, property files, and small tools; occasionally transport up to 50 pounds; reach with hands and arms, and stand and walk (at times on uneven or icy ground). This position requires the ability to access non-road accessible land within the Kenai Peninsula Borough during all times of the year, using four-wheeler, ATV, snow machine, snowshoes, etc. Specific vision abilities required include close vision and the ability to adjust focus. Administrative Leave
Administrative employees who are overtime exempt under the Fair Labor Standards Act will receive up to 160 hours of administrative leave per year, as earned, to be used like annual leave.
Retirement
Enrollment in the State of Alaska Public Employees Retirement System (PERS) is mandatory. Employee/ Employer contributions dependent on PERS Tier Level employee is hired under.
Please note, PERS calculates service based on 6 hrs. per day/30 hrs. per week as full-time. If working less than this, your years of service (used to determine vesting schedule, retirement etc.) will be prorated accordingly. Please contact PERS for more information.
Supplemental Retirement Accounts
Available at employee's expense through MissionSquare Retirement. Options include an optional, employee-funded, pre-tax 457 deferred compensation program and/or a post-tax IRA.
