Job description

Position Overview:
Leads zoning and entitlement of large-scale land projects across the region, managing timelines, budgets, and approvals from raw land evaluation through development readiness. Provides leadership to entitlement staff and partners with internal teams and external stakeholders.
Primary Responsibilities

  • Evaluate raw land opportunities and conduct feasibility analyses (costs, yield, timelines, risks)
  • Manage entitlement processes including rezoning, permitting, and approvals
  • Oversee consultants and represent projects with municipalities and community stakeholders
  • Track budgets, schedules, and critical milestones; mitigate risks and delays
  • Support project transitions to development or joint venture partners
  • Lead and develop entitlement team members


Qualifications

  • 5+ years experience in land entitlement or real estate development
  • Bachelor's degree
  • Strong project management and budgeting skills
  • Experience managing consultants and external stakeholders
  • Leadership and team development experience
  • Background in land planning, law, engineering or real estate, a plus
  • Homebuilding industry experience, a plus
