Job description

TBest Services is hiring an Electrical Program Engineer (Bilingual English/Chinese) for our client in Elkridge, MD. This role supports the production of custom electronic and electro-mechanical assemblies in a manufacturing environment.
This is a hands-on role focused on BOM management, electrical schematics, ECOs, revision control, production support, and issue resolution. The ideal candidate has experience working directly with production, quality, engineering, and supply chain teams to ensure builds are accurate, complete, and ready for delivery.
Bilingual English/Chinese language proficiency is required to support communication with Chinese-speaking vendors, suppliers, or manufacturing partners. Mandarin Chinese is preferred, but broader Chinese language proficiency may be considered.

Key Responsibilities
  • Own program builds from engineering release through completed production, including schedule tracking, documentation accuracy, and issue resolution.
  • Create, update, and maintain multi-level BOMs to ensure all components, revisions, alternates, and production requirements are accurate and production-ready.
  • Review and validate electrical schematics, wiring diagrams, assemblies, and related documentation before release to production.
  • Manage ECOs, revision changes, and configuration updates across BOMs, drawings, documentation, and active builds.
  • Serve as the first escalation point for production issues related to assembly, wiring, testing failures, missing components, incorrect parts, or documentation mismatches.
  • Identify root causes of production issues and help drive corrective actions with engineering, production, quality, and supply chain teams.
  • Support NPI builds by verifying documentation, materials, BOMs, test requirements, and production readiness before the first production run.
  • Identify and resolve mismatches between BOMs, schematics, drawings, and physical builds on the production floor.
  • Partner with supply chain to resolve part shortages, substitutions, alternates, and component compatibility issues.
  • Work with production and quality teams to reduce rework, delays, build errors, and repeat production issues.
  • Communicate with internal teams, vendors, suppliers, and manufacturing partners in English and Chinese when needed.
  • Support technical clarification, documentation review, and issue follow-up with Chinese-speaking suppliers or partners.

Requirements
  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Manufacturing Engineering, or a related engineering field.
  • 3–5 years of experience in manufacturing engineering, program engineering, product engineering, or a similar technical production support role.
  • Experience working with electrical schematics, wiring diagrams, and electro-mechanical assemblies.
  • Hands-on experience creating, reviewing, and managing BOMs in a production environment.
  • Experience with ECOs, revision control, configuration management, and documentation updates.
  • Background supporting assembly, wiring, test, troubleshooting, or production processes.
  • Ability to troubleshoot electrical, wiring, assembly, or system-level issues in production.
  • Strong attention to detail when reviewing BOMs, schematics, drawings, revisions, and physical builds.
  • Ability to work directly with production teams on the floor, not only in a design or office-based role.
  • Bilingual in English and Chinese required. Mandarin Chinese is preferred, but broader Chinese language proficiency may be considered.
  • Strong communication, follow-up, organization, and problem-solving skills.
 
Preferred Qualifications
  • Experience in custom manufacturing, contract manufacturing, electronics manufacturing, or electro-mechanical assembly environments.
  • Exposure to testing and validation of electronic assemblies.
  • Experience with PLM, ERP, or MRP systems such as ENOVIA, SAP, Oracle, or similar platforms.
  • Knowledge of Design for Manufacturing principles.
  • Experience working with overseas suppliers, Chinese-speaking vendors, or manufacturing partners.
