Join our Team - Ada County Paramedics Department Ada County Paramedics Department is seeking an EMS leader to serve as Deputy Chief of Administration. In addition to specific Essential Functions listed below, the Deputy Chief of Administration is responsible for Active Shooter/Hostile Event Response (ASHER) and Mass Casualty Incident (MCI) programs, PulsePoint Administration, Community Paramedics, coordination with County dispatch and it's work group, emergency preparedness, logistics, fleet maintenance, a future quality improvement program, and will be easily able to understand and use technology including Ada County's data integration tool, Peregrine.

The Deputy Chief of Administration will supervise the Emergency Preparedness Officer, Logistics Officers, Vehicle Maintenance Officers and the Community Paramedics. The successful candidate must be comfortable cooperating and coordinating with multiple outside agencies and organizations and must be comfortable with public speaking and presentation. POSITION GENERAL SUMMARY: Coordinates field operations and logistical support; responds to major incidents to assist with on-scene coordination; assists the Chief - Paramedic in administrative assignments; and performs related duties as required. This position is located in the Ada County Emergency Medical Services Department. Essential Functions Primary job functions require the possession and maintenance of State licensure as a Paramedic in addition to: Basic Life Support (BLS), Cardio Pulmonary Resuscitation (CPR), Pediatric Advanced Life Support (PALS), and Advanced Cardiac Life Support (ALS) certifications; Provides and directs efficient and effective medical care provided by EMS personnel; Creates and maintains a "customer first" organizational culture that respects the EMS Department and its employees; Provides day-to-day management, leadership, direction, and mentoring of employees within the EMS Operations Division; Provides guidance to supervisors on the management and supervision of employees and EMS Reserves, reviews and approves personnel actions and performance appraisals; Delegates and oversees the prompt review and follow up of internal and external complaints within the Operations Division; Communicates effectively with necessary parties including paramedic, dispatch, hospital, police and fire personnel; Collaboratively develops standardized procedures and expectations for routine processes to ensure continual and reproducible results; Oversees the scheduling operations and ensures adequate personnel coverage to minimize overtime costs and lost-unit hours due to staffing; Tracks all sick, vacation, education and administrative times for the county's Time and Attendance records and maintains optimal use of resources; Enforces the county's and the department's policies and procedures and makes recommendations to the EMS Chief - Paramedic for changes; Oversees quality control, including work quality and the daily interfacing of supervisors with field crew personnel; Provides on-going data analysis of daily operational performance; Provides direction and leadership to the Special Emergency Response Teams and the EMS Training Division, including quality assurance and performance improvement initiatives; Oversees the management of initial and remedial training; Provides direction to the departmental Field Training Officer - Paramedic processes and ensures transition to independent duty upon successful completion of the program; Develops draft clinical and operational policies and procedures for approval by the EMS Chief - Paramedic; Assists the EMS Chief - Paramedic with the annual budget preparation by gathering data, conducting analysis, and making recommendations concerning departmental operations; Oversees the department's radio and computer communications network for mobile voice and data transmission, and represents the department on the Public Safety Communications Board; Provides oversight of EMS Dispatch operations; Makes recommendations on operational aspects of Joint Powers, Mutual Aid, and Memorandum of Understanding agreements; Provides oversight of emergency preparedness, grant writing and follow up; Maintains effective working relationship with management, departmental employees, the public, physicians, hospitals, fire departments, law enforcement, State EMS, and all other agencies that interface with the emergency medical services; Responds to large-scale incidents, assisting with on-scene and Emergency Operations Center (EOC) EMS command responsibilities; Provides pre-hospital emergent and non-emergent care at the paramedic level; Performs all the essential functions of the position of Paramedic as required.

ADDITIONAL FUNCTIONS: Maintains a positive environment to foster the growth and enthusiasm of employees; Analyzes morale indicators and other personnel measurements such as, but not limited to, surveys, turnover and grievances, and presents recommendations for corrective action programs as needed; Coordinates with the EMS Chief - Paramedic to assist in training of field crews, grant writing, emergency preparedness, and special events coordination; Coordinates public relations programs at the direction of the EMS Chief - Paramedic; Generates professional reports, documents and memorandums; Makes administrative and procedural decisions and judgments on sensitive, confidential issues; Provides performance reports to the EMS Chief - Paramedic when scheduled and as requested; Performs related duties as required. Job Requirements Must possess and maintain State licensure as a Paramedic; Must attend courses, classes, seminars to maintain paramedic certification as required by the State of Idaho and maintain a high degree of academic and practical knowledge in emergency paramedicine; Must possess and maintain a valid driver's license; Must have supervisory, educational and/or management experience consistent with the essential functions of the position and must meet qualification standards as set by the EMS Chief - Paramedic; Good working knowledge of EMS departmental policies and procedures; Good working knowledge of pre-hospital medical care practices; Good working knowledge of strategic EMS system operations; Good working knowledge of general supervisory theories; Knowledge of the street systems, addresses and physical layout of Ada County; Knowledge of rescue and emergency medical equipment; Excellent knowledge of the EMS system and related operations; Skill in performing technical medical skills with a high degree of accuracy; Skill in understanding and effectively dealing with emotional and medical needs of patients; Skill in addition, subtraction, multiplication, and division of all units of measure; Good ability to identify problems and make recommendations for solutions; Good ability to maintain good verbal and written communication skills; Good ability to implement policies and procedures; Good ability to maintain effective and supportive working relationships with peers, management, and allied agencies; Good ability to organize one's work activities; Good ability to delegate tasks to others for completion; Ability to diagnose and treat a medical emergency with a high degree of accuracy; Ability to maintain a professional and objective approach to the care of ill or injured persons; Ability to learn new concepts in rescue techniques, medical skills and pre-hospital care; Ability to perform basic maintenance of rescue and medical equipment; Ability to read and interpret a variety of documents; Ability to solve problems and deal with a variety of variables in situations where only limited standardization and resources exist; Ability to understand and follow verbal and written instructions and orders; Ability to maintain a professional attitude when representing the Department; Ability to establish and maintain effective working relationships; Ability to safely drive and operate emergency vehicles. OTHER REQUIREMENTS: The EMS Deputy Chief - Paramedic will be issued uniforms.

Uniforms or appropriate business attire must be worn while representing the Department; additionally, the EMS Deputy Chief - Paramedic will be responsible for the maintenance and cleaning of dress and safety uniforms, as well as all EMS issued equipment; Incumbent will be required to carry a department issued cell phone at all times in order to receive immediate notification of a disaster or multiple casualty incidents; This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing. Work Environment & Physical Demands The work requires the incumbent to operate emergency medical vehicles, move medical equipment and extract injured persons from a wide variety of situations; Situations can involve vehicular, industrial and residential accidents, injuries or illness and occur anywhere in Ada County. At times, the work requires movement over various types of terrain, (hilly, steep, rocky, rough, and/or wet/slippery surfaces); The incumbent at all times must be able to carry or help carry someone from the site of the injury to the mode of transportation (vehicle/helicopter) and ride with the injured party to the hospital; In order to perform a physical assessment of the injured party, the incumbent must see, hear and communicate with the injured party.
