Job description

Overview

An industry leader in X-ray inspection, radiation and trace detection, metal detection, and optical inspection solutions, Rapiscan has over 100,000 scanning systems installed around the world to assist customs agencies, border security, aviation authorities, law enforcement, military organizations, and secuirty professionals in combatting terrorism, smuggling, and trade fraud.
Responsibilities
  • Serves as primary customer point of contact for execution of assigned customer contract(s) and related projects. Performs as direct interface for customer personnel relative to execution of new and existing contracts/orders and management of any customer issues.
  • Drives day to day team activities to meet program milestones/deliverables and track progress.
  • Ensure program/project deliverables are compliant with contractual requirements and regulations, including monthly status reports and monthly Program Management Reviews.
  • Execute internal and external programs in accordance with business and corporate objectives and customer statement of work.
  • Direct and manage program development from beginning to end, overseeing quality control throughout program lifecycle.
  • Estimate the resources and participants needed to achieve project goals, and where required, negotiate with other department managers for the acquisition of required personnel.
  • Develop project work breakdown structures (WBS), delivery team structure, project plans, scheduling, cost structures, with clearly defined and communicated projects goals and key success factors.
  • Ensure that a Project file is created and maintained to establish and record key information and events relating to individual projects.
  • Provide leadership to a geographically dispersed, matrixed program support team to review/assess contract requirements, ensure complete contract compliance and on-time completion of all deliverables, and to define and coordinate program solutions as required.
  • Monitor and control progress of the project through various stages, from Sales to Engineering, into Manufacturing and through to Installation and Commissioning via effective work package management.
  • Proactively manage changes in program scope, identify potential crises, and devise contingency plans.
  • Identify and manage project dependencies and critical path.
  • Implement and manage Project Management, Risk & Opportunity, Lessons Learned and Earned Value Management System processes and repositories in compliance with global company standards Manage project risks and issues, escalating to management and customer wherever necessary.
  • Exercise judgment, leadership and authority while planning, directing, coordinating and executing complex project/programs.
  • Track and report project performance (milestones & budget adherence)
  • Provide internal business performance tracking and reporting/forecasting for each assigned program including delivery status, contract issues, revenue, margin and cash flow position, risks and opportunities, key actions/escalations to ensure business performance success.
  • Liaise with program stakeholders and to adjust communication style and technique depending on audience.
  • Work closely with sales personnel, proposal team, and other organizations to identify and pursue new and/or follow-on business opportunities.
  • Build, develop, and grow business relationships vital to the success of the program.
  • Conduct program postmortems and formulate recommendations for continued improvement.

Qualifications
  • Bachelor's Degree, preferably in Business Administration, Accounting, or a technical field highly desired.
  • Program Management Professional (PMP) Certification required.
  • A minimum of seven (7) years of related government program management experience in leading customer programs/projects on high technology equipment and/or service contracts.
  • Must be capable of obtaining a security clearance.
  • Experience with TSA, Non-TSA DHS programs or DOD programs is a plus.
  • Knowledge of or experience with airport security, baggage handling systems and x-ray baggage scanners is a plus.
  • Experience in building, managing, and leading cross functional matrixed teams in a fast paced and challenging business environment.
  • Must be able to prioritize multiple tasks with competing priorities.
  • Strong customer relationship skills and customer focus required, including ability to maintain high customer satisfaction while also ensuring all company goals and objectives are met.
  • Strong working knowledge of acquisition processes, proposal development, contract negotiations, and executing varied contract types.
  • Demonstrated strong team building and collaboration abilities with effective leadership for this level of responsibility.
  • Excellent and effective communication, presentation, and analytical and problem-solving skills.
  • Thorough knowledge of all appropriate ethical standards
  • Advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, databases, presentation software (MSWord, Excel, Access, PowerPoint), and Outlook
  • Experience working with an R&D and/or a Product Manufacturing Company
  • Ability to maintain a passport with the ability to travel within the US and internationally up to 25%.

Pay may range from $130,000 to $140,000annually
The pay range above represents annual base salary only. Final compensation will be determined based on factors such as your job level, geographic location, date of hire, experience, job-related knowledge and skills, and education in conjunction with market and business considerations.
Base salary is one component of your total rewards package. You may be eligible for long-term incentives, potential discretionary bonuses, and the ability to purchase company stock at a discounted rate through the Employee Stock Purchase Program (ESPP). OSI also offers comprehensive benefits including various options for health plans, access to 401(k) retirement plan, health savings account, disability insurance, life insurance, AD&D insurance, leave of absence programs and an array of voluntary benefits.
