Position: Digital Accessibility Specialist
Location: Boston, MA or Remote
Duration: Thru 6/30/27 (with possibility of extension)
Pay: $50-53/hour
Description of Role and Responsibilities:
The Massachusetts Department of Transportation's (MassDOT) Digital Services Department is responsible for supporting the accessibility of online information and services of the Secretariat. We provide excellent customer service and sound guidance in support of MassDOT's public facing websites, intranet and other digital related content and information.
The department manages MassDOT website design and content to ensure that the sites are consistent with the branding and communications strategy at MassDOT and in the Commonwealth. The department sets policies, based on best practices and Commonwealth guidance, that maintain a consistent look and feel and ensure the usability and accessibility of the sites. The department also coordinates with other MassDOT IT departments for accessibility and UI support of applications.
Staff provide recommendations based on best practices for content presentation and final review of content before posting. Staff expertise includes graphic design, UI/UX, writing and editing for the web, and accessibility best practices.
The department works closely with Commonwealth staff to ensure that we meet requirements and follow guidance, and with MassDOT staff to help deliver effective information and online services for our employees and constituents.
Accessibility Strategy & Program Support:
  • Serve as a subject matter expert on digital accessibility, supporting MassDOT's accessibility program and initiatives.
  • Research and stay current on accessibility standards, regulations, and best practices, including ADA Title II and WCAG requirements.
  • Promote accessibility awareness and advocate for inclusive digital experiences across the organization.
  • Assist in developing accessibility communication plans, resources, and knowledge repositories.
Accessibility Audits & Compliance:
  • Lead accessibility audits of websites, applications, and digital assets to ensure compliance with WCAG 2.1 A and AA standards.
  • Document audit findings and partner with project teams to remediate accessibility issues.
  • Maintain audit testing plans and recommend improvements to testing methodologies, tools, and processes.
  • Track active audits, archive completed assessments, and support digital asset inventory management.
Standards, Policies & Governance:
  • Assist in developing and maintaining digital accessibility standards, policies, and governance processes.
  • Establish checkpoints and oversight practices to ensure accessibility requirements are incorporated throughout project lifecycles.
  • Identify risks, evaluate solutions, and provide recommendations to support a mature accessibility program.
  • Ensure digital content and services align with Commonwealth accessibility policies and best practices.
Technical Support & Consultation:
  • Advise internal teams, developers, content contributors, and vendors on accessibility requirements and implementation strategies.
  • Perform accessibility testing using tools such as WAVE, ARC Toolkit, Accessibility Insights for Web, and WebAIM Contrast Checker.
  • Conduct testing with assistive technologies including NVDA, JAWS, Dragon Naturally Speaking, and ZoomText.
  • Support content, software, and application teams in integrating accessibility into design, development, and maintenance processes.
Documentation & Training:
  • Develop accessibility resources, procedures, and guidance documentation.
  • Create clear and concise reports summarizing accessibility findings, recommendations, and remediation strategies.
  • Deliver training and educational materials to increase accessibility awareness and compliance across MassDOT.
  • Assist stakeholders with understanding accessibility responsibilities and requirements.
Cross-Functional Collaboration:
  • Partner with the Secretariat Accessibility Officer, Digital Services team, IT departments, vendors, and business stakeholders.
  • Build effective working relationships across MassDOT to support accessibility initiatives.
  • Facilitate meetings, lead discussions, and drive consensus among diverse stakeholder groups.
  • Manage multiple projects simultaneously while adhering to timelines, budgets, and department standards.
Project Management & Continuous Improvement:
  • Support accessibility projects from concept through completion.
  • Prioritize assignments and deliverables in a fast-paced, deadline-driven environment.
  • Analyze complex information, identify opportunities for improvement, and recommend solutions.
  • Contribute to the ongoing enhancement of MassDOT's digital accessibility program.
Required Experience:
  • Experience applying accessibility, usability, and user experience principles to website content, applications, and digital communications.
  • Strong knowledge of ADA Title II, WCAG 2.1 A/AA standards, Plain Language requirements, and digital accessibility regulations.
  • Experience conducting accessibility audits using industry-standard testing tools.
  • Hands-on experience testing with assistive technologies such as NVDA, JAWS, Dragon Naturally Speaking, and ZoomText.
  • Ability to research industry practices, analyze information, solve problems, and prepare concise reports.
  • Strong project coordination, meeting facilitation, and stakeholder engagement skills.
  • Proven ability to work effectively in cross-functional environments and build consensus.
  • Excellent written, verbal, organizational, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Exceptional attention to detail and quality control.
Preferred Training and Certifications:
  • W3C Digital Accessibility Foundations - Introduction to Web Accessibility or similar accessibility training.
