Position Overview

Created Solutions is seeking a skilled and motivated Electromagnetic Spectrum Manager to support the Missile Defense Agency (MDA) Spectrum Management Office (SMO) within the Office of the Chief Engineer. This role supports mission-critical initiatives through comprehensive electromagnetic spectrum lifecycle management, including system certification, frequency authorization, interference resolution, and global deployment coordination.

What Youโ€™ll Be Doing
  • Provide direct operational and administrative support to the MDA Spectrum Management Office (SMO) under the Specialty Engineering Director.
  • Manage and maintain the Frequency Authorization tracker for MDA missions, ensuring data accuracy and consistency.
  • Develop, author, and submit System Certifications (DD Form 1494) using STEPSTONE and EL-CID.
  • Develop, coordinate, and submit frequency authorization requests using Spectrum XXI (SXXI) for developmental, fielded, and new systems.
  • Develop, update, and maintain reports and databases supporting operational and engineering activities.
  • Troubleshoot, analyze, and resolve electromagnetic interference (EMI) issues between developmental and deployed systems.
  • Document standard operating procedures (SOPs), workflows, and technical solutions to support knowledge sharing and team efficiency.
  • Develop, update, compile, and submit Host Nation Coordination (HNC) packets and site surveys for globally deploying systems.
Required Qualifications
  • Bachelorโ€™s degree and 7+ years of relevant professional experience.
  • Active Secret security clearance.
  • Understanding of Radio Frequency (RF) theory and electromagnetic principles.
  • Excellent problem-solving skills and strong attention to detail.
  • Strong communication and collaboration skills with the ability to work effectively in a team environment.
  • Ability to manage multiple tasks and priorities in a fast-paced environment.
  • Proficiency with Microsoft Office applications, including PowerPoint, Excel, and Word, as well as Microsoft Teams.
Desired Qualifications
  • Graduate of a military spectrum management school.
  • 4+ years of experience in federal or Department of War spectrum management.
  • Active Top Secret/SCI clearance or ability to obtain one.
  • Experience with Spectrum XXI (SXXI).
  • Knowledge of the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management (Redbook).
  • Experience with the GEMSIS suite, including STEPSTONE, Host Nation Spectrum Worldwide Database Online (HNSWDO), Joint Spectrum Data Repository (JSDR), and Integrated Spectrum Desktop.
  • Knowledge of electromagnetic propagation modeling, wave behavior, and signal attenuation.
  • Experience with MATLAB or other programming languages.
  • Knowledge of the Joint Spectrum Interference Resolution Online (JSIR-O) portal.
  • Experience with NTIA EL-CID.
  • Knowledge of standard engineering practices.
  • Experience with automation tools or programming/scripting languages to support data analysis.
