Description
IMPORTANT: HIRING RATES WILL BE BASED ON AVAILABILITY OF FUNDS, THE APPLICANT'S QUALIFICATIONS, AND OTHER RELEVANT FACTORS.
Appointment may be made at any rate within the salary range from SR-11C ($3,606) to SR-11E ($3,900) per month.
Assists in the preparation, pre-auditing, and processing of a variety of vouchered or payroll claims in compliance with pertinent laws, policies, rules, and regulations and/or assists in the review and control of EDP input and output of data for accuracy, completeness and propriety; maintains appropriate control records and files; compiles and tabulates statistical data; and performs other related duties as required.
Distinguishing Characteristics:
Classes in this series are distinguished by the responsibility for supervising and/or performing functions which are concerned with the preparation, examination and processing of voucher or payroll claims and/or the examination and verification of EDP input and output of data. Positions are generally located in the County's central agency and are involved in pre auditing all vouchers and payroll claims submitted for payment by all County agencies and departments.
This class differs from the Pre-Audit Clerk II in that the Pre-Audit Clerk I is responsible for pre-auditing the more routine claims independently and for assisting in the pre-audit of the more difficult claims under supervision; whereas the Pre-Audit Clerk II is independently responsible for pre-auditing voucher claims and/or independently reviews and controls EDP input and output of data.
Examples of Duties
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
  • Verifies and audits items that have been authorized for payment and/or billing.
  • Checks whether correct appropriation symbols and program activities have been charged.
  • Checks documents such as invoices, bills, purchase orders, contracts, etc. for accuracy, propriety of extensions, totals, object symbols, and vender, payee or customer information, etc.
  • Examines payroll claims to determine the validity of payments to employees.
  • Verifies all computations of gross salaries, overtime, leave without pay, temporary assignment and other pay adjustments.
  • Checks worker's compensation payments for compliance with laws, proper appropriations and correct symbols.
  • Checks audit discrepancies with responsible departmental and/or vendor personnel for corrections thereof.
  • Maintains records and compiles and tabulates statistical data.
  • Operates typewriter, adding and calculating machines.
  • May prepare and issue warrants.
  • Answers telephone inquiries.
  • Routes processed materials to other sections as appropriate.
  • Files source documents and other materials pertinent to pre-auditing activities.

Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and three years of clerical experience, one of which shall have been in the preparation, examination, review, and record maintenance of either payroll, purchasing, revenue/sales data, or processing of claims.
Knowledge of: arithmetic; procedures for preparing and processing payroll and claim vouchers; purchasing and contracting procedures and forms; billing methods and procedures; filing methods; office practices and procedures.
Ability to: make and verify arithmetical computations rapidly; understand and follow oral and written instructions; operate standard office machines; keep records and prepare tabulated reports; establish effective working relationship with others.
Health and Physical condition:
Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
