Job description

 LYNX is seeking a creative collaborative HR Instructional Designer to develop engaging learning solutions that support employee development and organizational success. This role is responsible for designing, developing, implementing, and evaluating training programs and learning materials that enhance employee knowledge, skills and performance across the organization.

The ideal candidate is passionate about adult learning, instructional design, and creating innovative training experiences that drive employee engagement and business results. 

The HR Instructional Designer will be responsible for configuring, maintaining, and optimizing the agency’s Learning Management System (LMS) while leading the end-to-end design and development of digital learning solutions. This role supports organizational goals by enhancing employee knowledge, skills, and performance through effective, engaging, and compliant training programs.

Day in the Life:

This list is intended to indicate the general nature and level of work performed by employees within this classification and is not designed to be interpreted as an exhaustive listing of all tasks required of employees assigned to the job. All employees will be expected to perform other duties as assigned. All jobs require regular and reliable attendance.

• Oversees administration of the agency’s LMS, including user enrollment, training, system support, reporting, and ongoing auditing to ensure optimal performance.
• Partners with departmental subject matter experts to identify learning needs, define objectives, and translate requirements into effective training solutions.
• Designs, develops, and implements engaging, accessible, and compliant digital instructional content, including e-learning modules, presentations, tutorials, videos, job aids, and other resources using established instructional design principles and industry best practices.
• Conducts evaluations of training programs to measure effectiveness and organizational impact; revises and enhances instructional materials based on data, feedback, and needs assessments.
• Regularly audits LMS training records for accuracy and compliance.
• Collaborates with the agency’s HRIS vendor to maintain LMS integrations and ensure accurate and compliant training recordkeeping.
• Ensures consistent application of the agency’s HR policies and compliance with applicable federal, state, and local employment laws and regulations.
• Remains current on trends, research, and emerging technologies in instructional design, adult learning, and digital learning tools to support ongoing innovation.
• Communicates project timelines, needs, progress, and updates to stakeholders to support timely and successful completion.
• Assists with coordinating agency-wide professional development events and compliance-based in-person training sessions.
• Supports employee onboarding and employee evaluation processes as needed.

Required Qualifications:

• Bachelor’s degree from a regionally or nationally accredited institution in Instructional Design, HR Development, or a closely related field; or a bachelor’s degree in any field from a regionally or nationally accredited institution plus a certificate or certification in Instructional Design or a closely related field; plus
• Three years of current/recent (within the past 5 years) experience in end-to-end Instructional Design.
• Additional directly related experience beyond the minimum requirement may substitute for the required education on a year-for-year basis.

Desired Qualifications:

• Experience in government, public sector, and/or transit environments.
• Experience with HR information systems such as Dayforce and/or Oracle HCM.
• Experience managing a Learning Management System.
• Demonstrated experience creating end-to-end instructional design solutions.

Knowledge, Skills, and Abilities (KSAs):

• Strong knowledge of instructional design principles, adult learning theory, and e-learning development.
• Knowledge of HRIS systems and their integration with LMS platforms.
• Knowledge of federal, state, and local employment laws and HR compliance requirements related to training and recordkeeping.
• Advanced skill in developing digital instructional content (e-learning modules, videos, tutorials, presentations, and job aids).
• Strong project management skills, including timeline planning, stakeholder communication, and managing multiple priorities.
• Proficiency with authoring tools and learning technologies (e.g., Articulate, Captivate, Rise, Canva, video editing tools, etc.).
• Excellent organizational and time management skills with demonstrated initiative and the ability to meet deadlines.
• Ability to analyze data and make evidence-based recommendations and decisions.
• Ability to handle sensitive and confidential information appropriately.
• Ability to ensure consistent policy application and maintain compliance in all training-related processes.
• Ability to deliver clear, engaging instruction and presentations to large groups and diverse audiences.
• Ability to work collaboratively across departments to facilitate training sessions.
• Ability to exhibit a professional, courteous demeanor.
• Ability to work in a diverse environment.
• Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.

Work Environment and Special Considerations:

• Works in an office environment and requires long periods seated.
• This position requires close visual acuity to perform an activity such as viewing a computer terminal and extensive reading.
• This position requires the ability to verbally express or exchange ideas by means of spoken word.
• Any employee using a company vehicle must possess a valid Florida driver’s license and maintain a safe driving record.

HIPAA Workforce Member: 

As a HIPAA Workforce Member, the incumbent in this position will be requested to sign a Confidentiality Agreement affirming their obligation to maintain confidentiality of all employees’ Personal Health Information (PHI). Newly hired HIPAA Workforce Members will be trained within four weeks of hire. In the event a newly hired HIPAA Workforce Member fails to complete this training within the applicable timeframe, they may be reassigned to a position that does not have access to PHI, or appropriate corrective action up to and including termination may be taken. Upon separation of employment or access to PHI, whichever is earlier, each HIPAA Workforce Member will be requested to sign an Acknowledgement of Continued Obligation to Maintain Confidentiality of PHI.

Support Personnel Workforce Member:

LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered support personnel of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, shall be expected to return to their normal work schedule as soon as possible or when otherwise notified after the emergency has occurred.
