Job description

Key Responsibilities:
  • Analyze and document complex business processes and requirements to support service delivery improvements.
  • Develop and evaluate alternative solutions, including business process reengineering and IT system enhancements.
  • Design and deliver comprehensive end-user training programs, including eLearning modules, to support the adoption of new applications and systems.
  • Conduct cost-benefit analyses in accordance with State methodologies.
  • Lead or contribute to project planning and execution from inception through implementation and maintenance.
  • Create data models and process/activity models to define and communicate system functionality.
  • Support system installation, testing, data conversion, and ongoing maintenance.
  • Facilitate workshops and stakeholder sessions to gather requirements and explore solution options.
  • Conduct special studies and prepare reports on business process and system-related issues.
  • Build strong relationships across all levels of State staff, from clerical to executive leadership.
  • Apply hands-on experience in data modeling and process modeling as needed.
  • Ensure solutions are integrated across multiple functional and technical environments.
  • Stay current with emerging technologies and apply them to solve business challenges effectively and cost-efficiently.
Technical Environment:
  • Multi-tier computing (mainframe, mid-level, desktop)
  • Internet/intranet-based service delivery
  • Electronic Data Interchange (EDI)

  • Data warehousing
  • Geographic Information Systems (GIS)

Qualifications:
  • Minimum of five years of progressively responsible experience in business analysis within the last five years.
  • Proven experience in developing and delivering training, including eLearning content and instructor-led sessions.
  • Bachelor’s degree required; advanced degree preferred.
  • Strong analytical, facilitation, negotiation, and communication skills.
  • Demonstrated ability to work effectively with diverse stakeholders and manage complex projects.
