As a Senior Commercial Parking Contract Compliance Specialist, you will serve as subject matter expert on the public parking operations, public and employee parking shuttle operations and shuttle maintenance services. Develops and implements new, robust reports to measure Key Performance Indicators (KPIs). Processes and analyses data and continues to redefine reporting fields to support efficient and effective reporting. Develops assessments and forecasts across contracts, operations, and commercial activities. Establishes integrated, audit-approved processes and templates for contract compliance and reporting that are standardized across airports. Performs related functions.
Serves Commercial Parking under the Office of Revenue located at the Headquarters Office Building.
GENERAL RESPONSIBILITIES
Performs all duties required of an alternate Contracting Officer's Technical Representative (COTR) in the oversight and management of the parking operation and/or the parking shuttle operation and fleet maintenance at Reagan National Airport (DCA) and Dulles International Airport (IAD).
Establishes and maintains integrated, audit-approved processes and templates for contract compliance and reporting that are standardized across airports.
Monitors parking operations policies and procedures and KPIs to evaluate their effectiveness and analyzes results to identify trends, issues, and opportunities for improvement.
Monitors parking equipment to ensure it functions properly and reports issues to appropriate parties for resolution.
Monitors the Parking Revenue Control System (PARCS) and online booking system for accuracy and performance and recommends corrective actions as needed.
Assists with testing and implementation of parking systems and other projects as needed.
Forecasts operational performance metrics and recommends corrective actions where relevant.
Analyzes and reports on financial and operational trends related to parking and shuttle operations contracts.
Monitors contract compliance and addresses any contract compliance issues and problems with the contractor, supervisor, Contracting Officer, and senior Airports Authority managers, as necessary, which may include associated correspondence or follow-up action, as appropriate.
Reviews and investigates operational and contract compliance issues, as appropriate, and follows up with corrective action to support contract requirements and performance standards.
Conducts research and identifies new trends and applicable concession industry standards and business practices and provides recommendations to support operational improvements.
Analyzes integrated and discrete parking performance metrics and prepares charts, graphs, and reports to support manager and executive communications and makes recommendations for improvements.
Prepares reports, assessments, forecasts, and presentations related to contract compliance and operational performance.
Performs other duties as assigned.
QUALIFICATIONS
Six years of experience in parking or ground transportation operations, or accounting, or audit, finance related responsibilities. An equivalent combination of education and experience may be considered.
Ability to analyze performance metrics and make recommendations for program improvements.
Ability to understand and assess contract compliance and ability to apply to routine and non-routine auditing duties and responsibilities.
Ability to make detailed analyses of data and create charts, graphs, and reports to support management.
Ability to speak and write effectively.
Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.
PREFERRED QUALIFICATIONS
Experience in using and maintaining a parking revenue control system and online booking system.
Experience in contract management in an airport parking environment.
EDUCATION
Bachelor's Degree in Business Administration, Accounting, or related field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver's license in good standing.
NECESSARY SPECIAL FACTORS
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
Requires rotating shift work to include some evenings and weekends.
