Job description

Job Title: Procurement Officer III
Job Overview
Our client is seeking an experienced Procurement Officer III for a hybrid contract engagement based in Richmond, VA. This role will serve as acting Procurement Officer, leading two active and high-priority procurement initiatives in full compliance with Virginia public procurement law. Immediate availability is strongly preferred.
Key Responsibilities
  • Oversee an in-progress OCIO-related procurement - assess current status and drive compliance and timeline
  • Draft Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Quotes (RFQs), and sole source/emergency documentation
  • Develop evaluation criteria and scoring methodologies; coordinate evaluation committees
  • Manage vendor communications, addenda, and negotiations
  • Review and structure contracts to ensure compliance and protect organizational interests
  • Maintain procurement files to audit standards; support contract renewals and amendments
  • Provide strategic procurement guidance to executive leadership on risk mitigation and compliance
  • Establish or reinforce procurement controls and ensure procurements are defensible and audit-ready
Required Skills
  • 7-10 years of progressive procurement experience
  • Demonstrated experience operating under the Virginia Public Procurement Act (VPPA)
  • Experience as Procurement Officer or equivalent in a Virginia public entity or state-affiliated organization
  • Strong knowledge of competitive sealed bidding, competitive negotiation, sole source justifications, emergency and cooperative procurements
  • Exceptional documentation, writing, and regulatory interpretation skills
  • Ability to independently manage complex, time-sensitive procurements at an executive level
Preferred Skills
  • Virginia Contracting Officer (VCO) certification or equivalent
  • Experience with ERM/CRM platform procurements in a government or public sector context
Location & Work Model
Hybrid schedule: Monday and Thursday onsite in Richmond, VA; Tuesday, Wednesday, and Friday remote. Free parking available on site.
Engagement Details
Contract duration: approximately 3 months (TBD - until project completion). Full-time hours, Monday-Friday, 9:00 AM - 5:00 PM. Tools: Microsoft Office Suite / 365, Slack.
