About the Role

Innovation Consulting is hiring a Document Controls Manager to join our team on a full-time, on-site placement at one of California’s largest investor-owned utilities in Oakland. You will be embedded within an engineering and construction management team delivering transmission and distribution (T&D) capital projects, including substation construction and modernization, transmission and distribution system upgrades. This is an office-based role responsible for establishing and managing document control across an active portfolio of capital projects.


The Document Controls Manager will own the full document control function — setting up and administering the project document management system, managing drawing registers and transmittal logs, tracking engineering deliverables and contractor submittals, and ensuring that the right version of every document reaches the right people at the right time. On an active T&D capital project portfolio, document control is a critical function, and this role sits at the center of information flow across engineering, construction, procurement, and the client.


The ideal candidate brings document controls experience from an EPC, EPCM, or capital infrastructure environment and knows what it takes to keep document control running smoothly when multiple projects are active simultaneously. Experience working within an EPC project delivery model is required — candidates who have only supported single-discipline or commercial construction projects may find the document volume and workflow complexity of this environment a significant step up.


Key Responsibilities

Document Management System & Administration

•     Establish, configure, and administer the project document management system (DMS) for all active capital projects

•     Maintain the master drawing register, document numbering system, and revision control log across all project disciplines

•     Manage document transmittals between the project team, subcontractors, vendors, and the client, ensuring all transmittals are logged, tracked, and closed out

•     Enforce document control procedures and standards, including naming conventions, revision protocols, and distribution matrices

•     Administer user access, permissions, and workflows within the DMS platform

Engineering & Construction Document Control

•     Track and manage engineering deliverable registers, ensuring design documents progress through review, comment, and approval cycles on schedule

•     Process and log incoming and outgoing RFIs, submittals, technical queries, and correspondence

•     Coordinate with engineering leads to maintain accurate issued-for-construction (IFC) drawing packages and ensure superseded drawings are removed from circulation

•     Manage contractor and vendor submittal logs, tracking review status and ensuring timely return to submitting parties

•     Support construction teams with document retrieval and confirm field personnel are working from current approved documents

Reporting & Project Closeout

•     Produce weekly and monthly document control status reports covering transmittal logs, open items, and deliverable progress

•     Coordinate with project managers to identify and resolve document control bottlenecks impacting project schedule

•     Lead project document closeout activities, including final as-built drawing compilation, turnover package preparation, and client handover

•     Support project audits by maintaining complete, organized, and retrievable document records


Qualifications

Required

•     7+ years of document controls experience on capital infrastructure, EPC, or utility projects

•     Experience working within an EPC or EPCM project delivery environment

•     Proficiency in enterprise document management systems; utility and EPC environments commonly use platforms such as Aconex, Procore, SharePoint, and Documentum

•     Demonstrated experience managing drawing registers, transmittal logs, and RFI and submittal tracking on multi-discipline capital projects

•     Strong organizational skills and attention to detail — this role is the single source of truth for project documentation

•     Proficiency in Microsoft Office, including Excel for log management and reporting

•     Must be able to work full-time on-site at the Oakland, CA office

Preferred

•     Direct experience on transmission and distribution (T&D) capital projects, including substation construction or distribution system upgrades

•     Experience managing document control across multiple concurrent projects simultaneously

•     Familiarity with utility owner document management requirements and handover standards

•     Experience supporting project document closeout and as-built package compilation

•     Associate’s or Bachelor’s degree in a related field, or equivalent professional experience


Compensation & Employment

Employment Type: As a W2 employee of Innovation Consulting, you will be placed on assignment with our client for this engagement.


Salary: $100K–$140K DOE


Contract Duration: Open-ended engagement aligned with project scope; extensions anticipated based on project needs.
