Job Summary

The Program Manager (PM) serves as the single point of accountability and primary interface between KBR and the Federal Emergency Management Agency (FEMA) for all contract performance under the Public Assistance Technical Assistance Contract (PA TAC VI). The PM provides executive leadership, strategic direction, operational oversight, and quality management to ensure the successful delivery of technical, programmatic, and administrative support services in support of FEMA's Public Assistance Program and disaster recovery mission.

The PM is responsible for planning, organizing, directing, coordinating, and controlling all contract activities, resources, personnel, subcontractors, and deliverables while ensuring compliance with contract requirements, FEMA policies, federal regulations, and applicable performance standards. The PM leads a geographically dispersed workforce capable of supporting multiple concurrent disasters nationwide and ensures rapid mobilization, scalable operations, and continuous mission readiness. This position requires the ability to support nationwide disaster operations, including periodic travel and availability during emergency activation periods. In addition, Direct day-to-day contract execution across all task orders and disaster assignments and managing nationwide surge operations and disaster deployment activities which includes: coordinating staffing, resource allocation, and workload balancing to support multiple simultaneous disaster operations. While ensuring timely mobilization, deployment, tracking, and demobilization of personnel, the PM must have sound PM skills and capabilities demonstrated by supporting other FEMA programs or similar complex programs.

The PM will ensure contract performance meets or exceeds all performance metrics, service level requirements, and quality standards and leads program governance activities, including executive reviews, performance assessments, risk management, and continuous improvement initiatives. While maintaining responsibility for overall contract cost, schedule, and performance.

The Program Manager shall demonstrate:

  • Comprehensive knowledge of FEMA Public Assistance Program delivery, grant management, and disaster recovery operations.

  • Experience applying Stafford Act authorities, 2 CFR Part 200, FEMA Public Assistance Program and Policy Guide (PAPPG), and applicable federal regulations.

  • Experience managing large-scale disaster recovery operations involving multiple simultaneous federally declared disasters.

  • Training and experience in Incident Command System (ICS) principles and emergency management operations.

  • Experience overseeing geographically dispersed teams supporting field, regional, and headquarters operations.

  • Familiarity with FEMA's recovery mission, state and local government coordination, and stakeholder engagement processes.

This role requires an experienced, forward-leaning leader capable of operating in austere, rapidly changing environments while maintaining strict compliance with contractual, safety, and quality standards. The PM will enforce KBR's Zero Harm culture and ensure all operations are executed in accordance with company policies, applicable regulations, and customer requirements

Roles and Responsibilities

  • Lead the contract and task orders with day-to-day execution of program operations, ensuring sustainment goals, strategic objectives, financial goals, and customer expectations are met or exceeded.

  • Liaison between key stakeholders to ensure efficient delivery and proactive risk management.

  • Plan and support execution of End-Use Monitoring (EUM) activities, including in-person, secondary, and virtual monitoring inspections in Ukraine.

  • Design and implement monitoring tools and program surveys, including sampling plans, tool development, and digital data collection methods.

  • Lead field supervision efforts to generate high-quality evidence on program performance and outcomes.

  • Oversee data cleaning, validation, and analysis to ensure structure, accuracy, integrity, and readiness for internal decision-making and external reporting.

  • Prepare clear, funder-ready analytical reports and professional data visualizations that translate complex findings into actionable insights and demonstrate results against agreed indicators and targets.

  • Oversee and manage a team of contractor personnel technically proficient in monitoring and evaluation activities and possess the requisite property management and related experience necessary for EUM.

  • Maintain accurate documentation and reporting processes, including Excel-based tracking, inventory support (as applicable), and compliance-ready program records.

    • IS-100: Introduction to Incident Command System (ICS)

  • FEMA-approved cybersecurity and information security awareness training as required for access to FEMA systems and data.

  • FEMA records management, privacy, and Personally Identifiable Information (PII) training as required under contract requirements.

Continuing Education Requirements

The Program Manager shall maintain professional certifications and complete all FEMA-required training throughout the life of the contract. The Program Manager is expected to participate in periodic FEMA updates, policy implementation training, readiness exercises, and disaster workforce development activities to ensure continued proficiency in Public Assistance delivery and disaster recovery operations.

Basic Qualifications

  • Must have a minimum of a bachelor's degree in business or a related technical field such as program assessment and technical assistance on FEMA programs

  • Must also have a minimum of 15 years of experience performing program management functions. This experience must include previous experience as a Program Manager on multiple projects of comparable magnitude and complexity of this contract.

  • Should have disaster operational experience

  • Should have Project Management Professional (PMP) certification

  • Must have high-level management and leadership skills

  • Ability to both lead and function as a member of a team.

  • Should have excellent written and oral communication skills

  • Must have attention to detail, great organizational skills, as well as the ability to multi-task and work well under pressure.

  • Must have conflict resolution and problem-solving skills to include risk management

  • Must have cost control and budgeting skills

  • Must have teamwork and motivational skills

  • Bachelor's degree in Program Management, Logistics, Business Administration, Engineering, or a related field (or equivalent experience).

  • Expertise in KPI reporting, risk management integration, and formal change control processes

  • Strong understanding of FEMA technical assistance programs and requires rules, regulations, standards, and training

  • Excellent communication and interpersonal skills with the ability to engage senior stakeholders and customers.
