Description
This position is responsible for supporting the advancement of programs, services and supports for individuals with disabilities citywide within the Office of Aging and Disability Services. The position advocates, develops and promotes. accessibility, disability inclusion, and equitable access to City programs, services, and community resources. This position assists with ADA-related initiatives, provides information and service navigation for individuals with disabilities and older adults, coordinates outreach and educational activities, and works collaboratively with City departments and community partners to improve access to services and supports.
The Accessibility Coordinator serves as a resource for residents, caregivers, City staff, and community organizations by helping connect individuals to available services, promoting inclusive practices, supporting accessibility efforts, and assisting with the development of programs and resources that help individuals remain independent and engaged in the community.
The position requires a substantive knowledge of aging and disability services, various benefits, community resources, policies, practices and procedures to select and apply the most appropriate process or guidance to complete the work. Responsibilities include coordinating, planning, and implementing a program component within a specialized program area.
Expected hourly rate for this position is $33.00-$38.00
Duties include but are not limited to
Accessibility and ADA Support

• Support implementation of accessibility initiatives and ADA compliance activities across City programs, services, events, communications, and facilities.
• Assist City departments in identifying accessibility barriers and implementing practical solutions to improve access for residents with disabilities.
• Provide technical assistance and information regarding accessibility, disability inclusion, reasonable accommodations, and inclusive customer service practices.
• Support accessibility reviews, policy implementation, and continuous improvement efforts related to ADA compliance.

Information, Referral, and Service Navigation

• Provide information, referral, and service navigation to connect residents with disability-related services and supports through RVA311, the Office of Aging and Disability Services referral line, walk-in inquiries, community events, and partner referrals.
• Assist older adults, individuals with disabilities, caregivers, and families in identifying available community resources, public benefits, transportation, housing, assistive technology, employment supports, independent living services, and other programs that promote community living.
• Maintain current knowledge of local, state, and federal resources and services to provide accurate referrals and support.

Community Outreach and Partnerships

• Support outreach activities, public education, and community engagement efforts that increase awareness of disability services, accessibility resources, and inclusive opportunities throughout Richmond.
• Assist in developing and maintaining collaborative relationships with City departments, community organizations, service providers, advocacy groups, and other partners.
• Participate in community meetings, resource fairs, and outreach events representing the Office of Aging and Disability Services.

Training and Cross-Functional Support

• Support the development and delivery of training for City staff on disability awareness, accessibility, ADA requirements, disability etiquette, ableism, and inclusive customer service.
• Work cross-functionally with City departments to strengthen coordination of services for older adults, individuals with disabilities, caregivers, and families.
• Assist with cross-training City staff on available aging and disability resources, referral pathways, and person-centered approaches to service delivery.
• Promote coordinated service delivery by helping departments understand available community resources and supports.

Assistive Technology and Caregiver Resource Hub

• Support the development and day-to-day implementation of the City's Assistive Technology and Caregiver Resource Hub.
• Assist in coordinating educational workshops, demonstrations, and opportunities for residents, caregivers, and professionals to learn about assistive technology, adaptive equipment, home modifications, and resources that promote independence.
• Help develop educational materials, resource guides, and demonstration opportunities that increase awareness of assistive technology and caregiver supports.
• Coordinate with community partners to expand educational programming and connect residents with assistive technology and caregiver resources.

Program Coordination

• Monitor community needs, collect information, and assist in identifying opportunities to improve accessibility and access to services.
• Assist with data collection, reporting, and program documentation.

• Ensures implementation of policy and procedures to enhance quality of customer service
• Actively contribute to a team environment through open communication, participation in regular staff meetings, planning processes and policy review.
  • Supports efforts of the city's Aging and Disabilities Advisory Board
  • May supervise volunteers or contracted workers.

• Coordinate projects, meetings, and activities that support the Office of Aging and Disability Services' accessibility and disability inclusion efforts.
• Perform other related duties as assigned.

Qualifications, Special Certifications and Licenses
Knowledge, Skills, and Abilities

• Working knowledge of the Americans with Disabilities Act (ADA), accessibility principles, and disability inclusion practices.
• Knowledge of aging and disability services, community resources, independent living supports, and person-centered practices.
• Ability to coordinate multiple projects and work collaboratively with internal and external partners.
• Ability to communicate effectively with diverse audiences and provide excellent customer service.
• Ability to research resources, solve problems, and assist residents in navigating available services.
• Strong organizational, interpersonal, and presentation skills.
• Proficiency with Microsoft Office and other standard office software.

Minimum Qualifications

• Bachelor's degree in human services, rehabilitation, social work, public health, disability studies, public administration, or a closely related field.
• Two years of experience in human services, disability services, aging services, accessibility, community outreach, program coordination, or a related field.
• Experience working with diverse populations and community partners.
• Valid Virginia driver's license.

Preferred Qualifications

• Experience providing presentations, workshops, or educational outreach is preferred.

Working Relationships
This position works closely with Office of Aging and Disability Services staff, RVA311, City departments, community organizations, healthcare providers, Centers for Independent Living, advocacy organizations, caregivers, and residents to support coordinated access to services, improve accessibility, and strengthen community-based supports.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple and concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to talk; hear; see; use hands, wrists, or fingers in a repetitive motion; and finger (pick, pinch, type or otherwise work primarily with fingers). The employee is occasionally required to walk, stand, reach extending hands and arms in any direction, lift, and push or pull. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects. Some travel may be required.
