Job description

The Director, Strategy will lead key components of WelbeHealth’s Phase 3 expansion by developing strategy for a portfolio of priority new states. Working closely with Government Affairs and cross functional partners, the Director, Strategy will build the analytical foundation for expansion, shape market entry strategies, support policy and stakeholder engagement, and help position WelbeHealth competitively for future RFP opportunities. This role will translate complex market, policy, and competitive dynamics into clear strategic direction to support WelbeHealth’s next phase of growth.

This role is different because the Director, Strategy at WelbeHealth:

  • Plays a critical role in shaping WelbeHealth's national growth strategy, identifying and evaluating new market opportunities, developing state-specific expansion plans, and helping bring the PACE model to more vulnerable seniors across the country
  • Combines strategic thinking with cross-functional leadership, partnering with Government Affairs, Operations, Real Estate, Marketing, and executive leaders to translate complex market, policy, and competitive insights into actionable expansion strategies and long-term business growth

On the day-to-day, you will:

  • Lead strategy development for a portfolio of priority expansion states, identifying and advancing opportunities for WelbeHealth’s growth into new markets, as well as translate market analyses and insights from the Strategic Analytics team into clear recommendations for new state entry and geographic prioritization
  • Develop state specific market entry strategies, including recommended target regions, sequencing, and pathways for expansion, as well as monitor policy developments, regulatory changes, and competitive activity that may affect expansion opportunities
  • Coordinate cross functional efforts across Strategy, Applications, Real Estate, Government Affairs, Marketing, Outreach and Enrollment, Network, and Operations teams to align on new market opportunities
  • Partner closely with Government Affairs to support policy strategy, advocacy planning, and engagement with state and local policymakers
  • Produce data driven briefing materials, talking points, and strategic insights to support meetings with regulators, policymakers, and external stakeholders
  • Build and maintain relationships with key external stakeholders, including healthcare providers, community organizations, and potential partners in priority markets
  • Support preparation for future RFP opportunities by shaping market positioning and strategic recommendations

Job requirements include:

  • Bachelor’s degree required; master’s degree preferred
  • Minimum of six (6) years of experience in corporate strategy or management consulting work
  • Minimum of three (3) years of experience in the healthcare industry; experience within a PACE organize preferred
  • Microsoft products expert, especially Excel and PowerPoint
  • Excellent organizational and communication skills with executive leaders
  • Two (2) years of supervisory experience with demonstrated ability to mentor and develop team members
  • Experience leading in a data-driven organization, leveraging reports and data to prioritize and manage people and projects
