ย Overview

Data Systems Analysts, Inc. (DSA) is seeking an experienced Program Manager to lead execution of a mission-critical program supporting U.S. Special Operations Command (SOCOM). This role is responsible for managing a globally distributed, TS/SCI-cleared workforce delivering advanced capabilities across data engineering, analytics, and artificial intelligence in support of the SOF enterprise.ย 
The Program Director will serve as the primary interface with government leadership and will be accountable for program execution, workforce performance, and delivery of mission outcomes across multiple locations and classification domains. Success in this role requires deep familiarity with the SOCOM environment, experience managing cleared personnel at scale, and the ability to rapidly align talent to evolving mission priorities. ย This role requires a leader who can drive digital transformation across the SOF enterprise by aligning emerging AI and data capabilities with mission priorities.ย ย

Responsibilities
  • Lead full lifecycle program execution across all task areas, ensuring delivery of mission outcomes
  • Manage a globally distributed workforce across CONUS and OCONUS locations, including recruiting, onboarding, deployment, and workforce performance
  • Translate technical program outputs across data, analytics, and AI into mission relevant outcomes, ensuring alignment between engineering teams and SOCOM operational objectives
  • Serve as primary interface with SOCOM leadership, TPOCs, CORs, and other stakeholders, maintaining strong relationships and alignment
  • Provide leadership and oversight of all contractor personnel, including subcontractors, to ensure performance, quality, and compliance with contract requirements
  • Ensure compliance with DoD, SOCOM, and security requirements, including service contract reporting and personnel clearance management
  • Develop and execute risk management strategies, including identification, mitigation, and reporting of program risks
  • Prepare and deliver required program documentation, including MSR, PMP, QMP, and other contract deliverables
  • Establish and maintain program governance, including communication frameworks, SOPs, WBS, and program controls
  • Oversee cost, schedule, and performance, including CLIN-level financial tracking, burn rate analysis, invoicing, and cost forecasting
  • Oversee implementation and use of a Task Order management portal to track performance, financial data, and deliverables
  • Coordinate cross functional delivery across data engineering, analytics, AI development, cybersecurity, and product management teams to ensure integrated capability delivery
  • Lead program transition activities, including kickoff, transition-in, and transition-out, ensuring continuity of operations
  • Provide quality assurance oversight and maintain the Quality Management Plan to ensure all work meets performance standards
  • Manage travel and purchasing processes, including TARs and RIP/CTPs, in accordance with contract requirements
  • Develop and maintain annual commercialization plans to support transition to alternative contracting approaches
  • Prepare and maintain trip reports documenting travel activities, costs, and mission outcomes
Required Qualifications
  • Active TS/SCI clearance
  • Bachelor's degree in related field
  • 12+ years Program Management experience in DoD or IC
  • 3+ years of experience supporting SOF Enterprise organizations, including SOCOM HQ, TSOCs, and Service Component Commands
  • Experience managing global workforce deployments (CONUS and OCONUS)
  • Experience placing contractor personnel in OCONUS locations and managing associated processes and systems (e.g., SPOT, ECOPS, DOCPER)
  • Three years of experience working in the SOF Enterprise and managing personnel across multiple SOF commands.
  • Experience managing cost, schedule, performance
  • Possesses strong written and verbal communication skills with experience working with senior government stakeholders
  • Strong understanding of DoD acquisition and contracts
  • 3+ years of experience with SOCOM security procedures, including personnel clearance management and assignment
  • Experience managing programs that have greater than 100 people across prime and subcontractor support
  • Experience operating in high tempo, mission driven environments with rapidly evolving priorities and decentralized decision making
Desired Qualifications

Experience supporting SOCOM digital/AI initiatives

  • Demonstrated experience leading AI or data product initiatives, including defining product vision, managing development cycles, and delivering operational capabilities to end users
  • PMP certification
  • Demonstrated success in recruiting and retaining TS/SCI cleared talent
  • Experience managing programs that have greater than 200 people across prime and subcontractor support.
