As the Senior Manager, IT Project Management, you will play a critical leadership role in shaping and maturing the Project Management Office (PMO) across the Canadian IT organization. You will be accountable for defining and executing the PMO strategy, leading geographically distributed teams, and ensuring the successful delivery of complex infrastructure, application, and enterprise technology initiatives.

This role requires a balance of strategic vision and handson leadership-championing industry best practices while driving consistent execution across 3 business divisions in Hamilton (WESCAM), Montreal (MAPPS), and Mirabel (MAS). Acting as an extension of the Corporate IT PMO, you will align local delivery with enterprise standards, governance, and methodologies, while collaborating closely with IT delivery leaders, business stakeholders, and executive sponsors.

Success in this role means building strong PMO capabilities, enabling predictable and transparent delivery, developing highperforming project teams, and providing clear insight into delivery performance, risks, resourcing, and financials. You will have the opportunity to influence how projects are prioritized, planned, and delivered-leaving a lasting impact on how technology enables the business.

Essential Functions:

  • Lead the development and execution of the Canadian IT PMO strategy, aligned with Corporate IT PMO governance, standards, and methodologies.
  • Provide direct leadership and people management for PMO resources across 3 business Divisions in Hamilton (WESCAM), Montreal (MAPPS), and Mirabel (MAS), including responsibility for team capability development and performance.
  • Oversee delivery of a portfolio of medium to largescale infrastructure, software development, and enterprise technology projects.
  • Champion Project Management Institute (PMI) and PMP methodologies across Canadian IT divisions, ensuring consistent and disciplined project execution.
  • Act as an extension of the Corporate IT PMO by applying enterprise policies, practices, and gate processes, and ensuring projects progress effectively through governance checkpoints.
  • Coordinate closely with IT delivery teams (infrastructure, applications, software development, and security) to guide adoption of PMO practices and standards.
  • Lead the development and maintenance of integrated project roadmaps, release plans, and delivery pipelines.
  • Oversee and continuously improve project reporting frameworks, providing transparent insight into schedule, scope, cost, quality, risks, and dependencies.
  • Report regularly to senior leadership and key stakeholders on portfolio performance, resource utilization, budgets, and delivery health.
  • Identify and proactively manage delivery risks, dependency collisions, and resource constraints across concurrent initiatives.
  • Build business cases and funding justifications to support project and resource investment decisions.
  • Resolve conflicts across teams and stakeholders through effective leadership, influence, and negotiation.
  • Manage project and PMO budgets within approved guidelines and ensure financial accountability across all initiatives.
  • Ensure adherence to IT PMO frameworks, tools, and processes to deliver comprehensive and consistent project outcomes.

Qualifications:

  • Bachelor's degree in Computer Science, Engineering, Business Administration, or a related field. MBA strongly perfered
  • PMI / PMP certification required.
  • Demonstrated experience leading a PMO function, including building or significantly enhancing PMO capabilities within an organization.
  • Extensive project and program leadership experience delivering complex IT initiatives across infrastructure, applications, and enterprise platforms.
  • Proven experience operating within established corporate PMO governance models, including stagegate and approval frameworks.
  • Strong knowledge of PMI, PMP, Agile, and Waterfall methodologies, with demonstrated experience managing hybrid delivery environments.
  • Experience delivering foundational enterprise software implementations such as ERP, PLM, HR, and Finance systems.
  • Advanced stakeholder management skills, with experience engaging senior leadership, executive sponsors, and steering committees.
  • Demonstrated ability to develop resource strategies, identify capacity requirements, and build highperforming project teams.
  • Strong financial acumen, including experience developing and managing project budgets and investment justifications.
  • Excellent leadership, communication, and influencing skills, with the ability to drive alignment across business and technology teams.
  • Willingness and ability to travel periodically between Canadian sites to support teams and project delivery.
  • Ability to work onsite in Hamilton, Ontario, Montreal/Mirabel, Quebec.
  • English proficiency is required due to contractual requirements. Bilingualism (FR/EN) is an asset.
