Position Title: Programs Director 
Reports To: Executive Director
FLSA Classification: Exempt, Full-Time
Salary: $75,000 - $90,000 DOE 

The Programs Director (PD) is the senior operational leader for all of CATCH's housing and supportive services programs, serving as the direct link between the Executive Director and program-level supervision. This role holds accountability for multiple programs across Region III and Region VII: two Rapid Rehousing programs (including DV-specific case management), two Permanent Supportive Housing programs, Rapid Response services, landlord relationship management, and embedded behavioral health services. 

The PD ensures that case management, housing access, behavioral health, and landlord engagement operate as one integrated system rather than parallel silos. This role carries final operational authority on program eligibility and exit decisions, owns federal grant compliance, and delivers regular KPI reporting to the Executive Director. While this position provides support to direct client services staff, it carries no direct client caseload. 

Integrated Team Leadership (35% of time)

• Supervise, coach, and hold accountable four direct reports: RRH Program Supervisor, PSH Program Supervisor, Clinical Supervisor, Landlord Relations Manager- ensuring each role operates within its defined scope and contributes to cross-team integration.
• Coordinate supervision schedules, office space usage, and on-site presence across the Boise and Nampa locations, ensuring that supervision of the Program Supervisors is deliberately distributed between sites and that each program receives adequate in-person attention.
• Facilitate strategic planning, goal setting, and accountability coaching in collaboration with program supervisors.
• Chair monthly Integrated Care Team meetings with RRH and PSH Supervisors, Clinical Supervisor, and Behavioral Health staff to coordinate complex cases and align cross-program priorities.
• Build structures and shared expectations that require and reward collaboration across programs.
• Conduct annual performance evaluations and support ongoing professional development for each direct report.
• Coordinate the annual program evaluation process.
• Model the CATCH Way Values, trauma-informed leadership, and a Supportive Housing orientation in all team interactions.
• Establish and maintain a written protocol defining decision authority across roles - including eligibility, program exit, and landlord-tenant conflict resolution - so that operational decisions are made at the appropriate level without escalation to the Executive Director.

Program Strategy & Operations (30% of time)

• Translate CATCH's Mission and organizational vision into operational goals and program-level priorities across RRH, PSH, Rapid Response, and behavioral health services.
• Oversee program quality and accountability, including housing placement rates, days to housing, housing stability at 6 and 12 months, BH engagement rates, and landlord pipeline health.
• Develop and maintain a monthly KPI dashboard; deliver a summary report to the Executive Director no less than monthly.
• Ensure all programs maintain compliance with HUD ESG and CoC grant requirements, VAWA/DV and Medicaid-specific funder requirements, HMIS data quality standards, and audit readiness.
• Act as primary contact and liaison between programs and auditors for program audits. Assist Finance Team in providing documentation for financial audits.
• Identify gaps, redundancies, and inefficiencies across programs and develop solutions in partnership with supervisors - including handoff protocols, shared documentation standards, and caseload equity.
• Lead the continued development of CATCH's Supportive Housing and integrated care models, maintaining accurate policy records and communicating practice changes to program staff.
• Monitor program data and outcomes; present KPI summaries to the Executive Director and board-ready program reports as requested.
• Hold final operational authority on program eligibility and exit decisions, with input from the relevant Program Supervisor. Neither case managers nor the Landlord Relations Manager carry this authority independently.

Cross-Team Coordination & Communication (20% of time)

• Serve as the primary communication link between program supervisors and the Executive Director, ensuring operational detail does not unnecessarily escalate to the ED.
• Develop and maintain shared workflows, documentation standards, and communication norms across all programs.
• Represent CATCH programs in internal leadership meetings, partner convenings, and HUD Continuum of Care and ESG program forums, including post-CE-transition coordination with the new Coordinated Entry operators.
• Own HMIS data quality standards across all programs; collaborate with Operations to resolve data integrity issues and ensure timely, accurate HUD reporting.
• Develop and maintain a landlord-program conflict resolution protocol in coordination with the Landlord Relations Manager, defining which decisions require supervisor consultation and which require PD sign-off.

Organizational Development (15% of time)

• Hire manager-level positions and provide subsequent support for supervisors in hiring frontline staff. Oversee onboarding and succession planning across program teams.
• Contribute to grant writing, reporting, and funder relationships in collaboration with Executive and Finance teams.
• Stay current on best practices in supportive housing, trauma-informed care, and multidisciplinary service integration.
• Deliver presentations, lead trainings, and participate in cross-sector collaborations.
• Ensure written eligibility criteria, grievance procedures, and program exit policies exist and are current for all programs - required for HUD ESG and CoC compliance.

Required Qualifications

• A sincere commitment to ending homelessness through Supportive Housing, trauma-informed, and evidence-based approaches.
• Minimum of 5 years of progressive leadership experience in nonprofit, housing, or human services, including demonstrated success supervising supervisors and managing cross-functional, multidisciplinary teams.
• Bachelor's Degree (or comparable experience) required, Master's Degree in a related field (social work, nonprofit management, public administration) strongly preferred. Significant equivalent experience in housing services leadership will be considered. 
• Experience with the federal Homeless Management Information Systems database. 
• High integrity, humility, and commitment to ethical leadership.
• Basic financial oversight skills.

Preferred Skills and Experience

• Experience in program oversight, quality assurance, and grant compliance.
• Strong working knowledge of Supportive Housing, Rapid Rehousing, Permanent Supportive Housing, Coordinated Entry, and DV-specific housing service models.
• Clinical licensure is not required. Familiarity with integrated behavioral health models and their application in housing services is an asset.
• Strong organizational and project management skills, able to track multiple projects simultaneously.
• Strong written and verbal communication skills, proficiency with Google Workspace, and knowledge of client data management systems. 
• Demonstrated experience with HUD ESG and COC program compliance, HMIS data quality standards, and/or grant reporting.
• Experience supervising managers or cross-functional teams
