Purpose

Leads and oversees Policy Management Engineering globally, ensuring business strategies, plans and initiatives are executed / delivered in compliance with governing regulations, internal policies and procedures.

What You'll Do
  • Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Defines and owns the engineering strategy, roadmap, and operating model for enterprise data governance policy management, enabling policies to be centrally authored, versioned, approved, interpreted, and managed across the data lifecycle.
  • Leads the delivery of metadata-driven policy capabilities that connect policy obligations to data domains, ownership, classifications, lineage, critical data elements, data products, stewardship workflows, controls, exceptions, attestations, monitoring, and evidence capture.
  • Productizes policy management as reusable platform services, including policy repositories, authoring experiences, workflow integrations, obligation libraries, control mappings, policy APIs, and enforcement patterns that can be adopted consistently by engineering, governance, risk, compliance, privacy, security, audit, and business teams.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviours; communicating vison/values/business strategy; and, managing succession and development planning for the team.
What You'll Bring
  • Bachelor’s degree in computer science, engineering, information technology, data management, or a related discipline; advanced degree considered an asset.
  • 7+ years leading engineering teams and 3+ years managing managers or senior technical engineers.
  • Demonstrated experience building enterprise-scale governance, metadata, policy, control, workflow, or compliance platforms in financial services or another highly regulated environment.
  • Strong understanding of data governance, policy lifecycle management, metadata management, lineage, data classification, stewardship, data products, data contracts, access controls, privacy, security, regulatory compliance, and audit evidence practices.
  • Practical experience designing machine-readable policy models, obligation libraries, control mappings, exception workflows, attestations, metrics, dashboards, and evidence capture capabilities.
  • Experience with cloud-based data platforms, lakehouse or large-scale analytical architectures, catalog and metadata services, workflow automation, APIs, rule engines, observability, and integration patterns.
  • Proven ability to influence senior executives, architects, data owners, stewards, risk partners, compliance partners, audit stakeholders, and engineering teams to deliver measurable improvements in policy adoption, control effectiveness, data trust, and operational resilience.
  • Exceptional executive communication skills, with the ability to translate complex policy, governance, platform, and risk topics into clear business impact, investment priorities, operational metrics, and decision-ready recommendations.
