Executive Director, Facilities & Engineering (ARI Site Facilities & Engineering)
What you will do

In this vital role as Executive Director, Facilities & Engineering, you will lead the organization responsible for supporting GMP manufacturing operations (24x7x365) while optimizing asset lifecycle management across the site for biologics drug substance manufacturing, warehousing, central utilities, quality control laboratories, process development laboratories, and administrative facilities.
The Executive Director, Facilities & Engineering (F&E) reports directly to the Vice President, Amgen Rhode Island (ARI) Site Operations and the Facilities & Engineering organization includes the following functional areas: Facilities, Maintenance & Utilities; Process & Equipment Engineering; and Project Engineering.
Responsibilities:
Organizational Leadership
  • Serve as a member of the ARI Site Leadership Team (SLT)
  • Serve as a member of the Global Engineering Leadership Team (ELT)
  • Align team vision, mission, strategic objectives, and goals with ARI site priorities and Global Engineering strategies
  • Foster and sustain a resilient safety culture across the organization
  • Ensure ongoing compliance and regulatory inspection readiness
  • Provide technical leadership in assessing emerging industry trends and partnering with vendors to identify innovative opportunities that improve reliability, efficiency, agility, and competitive differentiation
  • Build and maintain strong relationships with key site and network stakeholders
  • Ensure active engagement and participation of the ARI site within Amgen global networks
  • Participate in cross-functional daily management meetings within manufacturing operations, as required
  • Oversee talent management processes, including performance management, career development, and succession planning
  • Oversee the Facilities & Engineering budget and forecasting processes
  • Own site facilities and infrastructure strategies to support business continuity and risk mitigation
  • Advance Business Intelligence capabilities through effective extraction, analysis, and trending of performance data to drive operational improvements

Process & Equipment Engineering
  • Foster a culture that prioritizes safety while ensuring work is performed in a compliant, effective, and efficient manner
  • Provide process engineering and automation technical support, including 24x7 on-call support, to troubleshoot issues and ensure reliable and compliant manufacturing and utility operations
  • Lead product reintroduction activities, ensuring seamless integration into existing processes and systems
  • Provide oversight and accountability for Reliability Centered Maintenance (RCM) programs
  • Lead asset management activities, including maintenance strategies, job plans, and spare parts management
  • Partner with Manufacturing to optimize single-use technologies and components
  • Ensure effective management of equipment-related deviations, including robust root cause analyses (RCA), timely implementation of corrective and preventive actions (CAPA), and execution of change management activities
  • Identify and drive continuous improvement initiatives that enhance operational effectiveness and efficiency, including execution of engineering test plans
  • Lead the execution of commissioning and qualification protocols

Project Engineering
  • Oversee facility fit assessments supporting new product introductions (NPI) and process changes
  • Provide technical leadership and ownership for complex environmental and utility-related deviations
  • Lead the execution of large capital projects across multiple engineering disciplines
  • Provide program leadership for commissioning and qualification activities
  • Partner with Global Engineering to oversee the site capital plan, small capital project governance, and capital portfolio management
  • Ensure capital projects are executed safely, on schedule, and within budget
  • Anticipate future site and organizational needs and proactively develop strategies to support long-term growth and operational excellence

Facilities, Maintenance & Utilities
  • Oversee Integrated Facilities Management (IFM) services, including cafeteria operations, facilities maintenance, GMP and janitorial services, pest control, and MRO/spare parts inventory management
  • Provide oversight of the Computerized Maintenance Management System (CMMS) and associated work order processes
  • Lead maintenance planning and scheduling activities
  • Ensure uninterrupted 24x7 utility operations and maintenance support for both planned and unplanned work activities, including preventive, corrective, and general maintenance
  • Oversee instrumentation, metrology, and analytical equipment programs, including laboratory equipment management
  • Provide oversight of Utility System Owners responsible for clean utilities, plant utilities, HVAC systems, and electrical infrastructure
  • Ensure effective monitoring, analysis, and trending of system performance to support reliability and operational excellence
  • Drive continuous improvement through recurring maturity assessments, diagnostics, and implementation of improvement plans
  • Provide technical expertise to efficiently troubleshoot and resolve facility and utility-related issues
  • Oversee programs that enhance technical troubleshooting capabilities of manufacturing operators, maintenance technicians, and engineers
  • Lead the ARI Sustainability Program in partnership with EHSS and Global Engineering
  • Lead the ARI Global Lifecycle Asset Management (GLAM) Program in partnership with Global Engineering
  • Refresh and evolve the Asset Care and Maintenance strategy to optimize system reliability and lifecycle costs, including evaluation and implementation of predictive maintenance technologies
  • Oversee site shutdown planning and execution activities

Basic Qualifications:
  • Doctorate degree and 6 years of experience in an engineering discipline or related technical field OR
  • Master's degree and 10 years of experience in an engineering discipline or related technical field OR
  • Bachelor's degree and 12 years of experience in an engineering discipline or related technical field AND
  • Minimum of 6 years of managerial experience directly leading people within a multi-tiered organization and/or leading teams, projects, programs, or resource allocation activities.

Preferred Qualifications:
  • Demonstrated track record of compliance and operational excellence within a highly regulated environment.
  • Proven ability to effectively lead and collaborate within a complex matrix organization.
  • Strong financial acumen
  • Excellent written and verbal communication skills, including executive-level presentation capabilities
  • Strong interpersonal and facilitation skills, with the ability to build consensus among diverse stakeholders while ensuring objectives are achieved

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is $243,724 - $329,744. Actual salary will vary based on several factors including, but not limited to, relevant skills, experience, and qualifications.
