Job Description

In this compelling leadership position, the Director, Procurement Center of Excellence (COE) will partner closely with Procurement leadership, Finance, Risk, Legal, HR, Technology, and business stakeholders to enhance procurement capabilities, improve operational effectiveness, and elevate Procurement's role as a strategic advisor to the enterprise.

This position is ideal for a leader who is passionate about building scalable solutions, leveraging data to drive decisions, and creating a continuous improvement culture.

This job can be based in our Reston, VA, Washington, DC, or Plano, TX office.

THE IMPACT YOU WILL MAKE

The Director, Procurement Center of Excellence role will offer you the flexibility to make each day your own, while working alongside people who care so that you can deliver on the following responsibilities:

Procurement Transformation and Strategy

  • Lead the design, development, and execution of the Procurement COE strategy and roadmap.

  • Drive initiatives that improve procurement effectiveness, stakeholder experience, compliance, and business value.

  • Partner with Procurement leadership to define and mature the procurement operating model.


Process Excellence and Governance

  • Establish enterprise procurement standards, policies, procedures, templates, and best practices.

  • Lead process redesign and optimization initiatives across the source-to-pay lifecycle.

  • Drive continuous improvement programs utilizing data, stakeholder feedback, and industry best practices.

  • Support audit readiness, policy and regulatory compliance, and remediation activities.

Analytics and Performance Management

  • Build and manage procurement KPI and SLA frameworks.

  • Develop reporting and analytics capabilities that provide actionable business insights.

  • Establish measurement approaches to demonstrate procurement value, efficiency, risk reduction, and stakeholder satisfaction.

  • Drive adoption of fact-based decision making through dashboards and performance reporting.

Supplier Enablement and Management

  • Oversee endtoend supplier enablement and onboarding lifecycle, including supplier setup, risk and compliance reviews, validation, and ongoing supplier data management.

  • Lead low risk contracting support activities.

  • Manage ongoing supplier relationships.

  • Partner with internal stakeholders on working capital opportunity assessment.

Technology and Innovation

  • Partner with enterprise and procurement technology teams to optimize procurement systems and tools.

  • Identify opportunities to leverage automation, AI, workflow solutions, and analytics platforms.

  • Lead evaluation and implementation of new capabilities that improve efficiency and user experience.

  • Champion innovation initiatives across Procurement.

Change Management and Capability Development

  • Partner with internal Change Management / Communication teams to manage communication and adoption strategies for procurement programs and initiatives.

  • Collaborate with Talent Development teams to build functional excellence programs, training curricula, and knowledge management practices.

Team Leadership and Management

  • Lead, coach, and develop a high-performing Procurement COE team.

  • Set priorities and expectations that build capability, accountability, and collaboration.

  • Manage team capacity and execution across procurement transformation and COE initiatives.

THE EXPERIENCE YOU BRING TO THE TEAM

Minimum Required Experiences

  • 8 years of related experience in procurement, strategic sourcing, supplier management, procurement operations, or procurement transformation.

  • Experience leading procurement transformation, COE, or operating model initiatives that improve effectiveness, compliance, stakeholder experience, and business value.

  • Experience establishing or improving procurement policies, standards, procedures, templates, governance, and source-to-pay controls.

  • Experience using procurement reporting, KPI/SLA frameworks, dashboards, or analytics to drive decisions and measure value, efficiency, risk reduction, and stakeholder satisfaction.

  • Experience overseeing supplier enablement, onboarding, data management, risk/compliance reviews, or supplier relationship management.

  • Experience partnering with technology teams to optimize procurement systems, workflows, automation, analytics platforms, or related tools.

  • People leadership experience, including direct management or supervision of a team.

  • Demonstrated curiosity and adaptability in learning and responsibly applying new technologies, including artificial intelligence, to reimagine how we work.
