The University of Maryland Baltimore (UMB) invites applications from dynamic, customer-focused Construction Project Management Leaders to serve as its Associate Director of Project Management. Reporting to the Executive Director of Design and Construction, the successful candidate will lead UMB non-capital campus construction, supervising a staff of five (5) Project Manager/Sr. Project Managers. This position provides direction and support to senior leadership (Vice Presidents and Facility Directors) regarding project planning and institutional initiatives to support the mission of the university. Will maintain customer satisfaction at all levels and stages of the project process. Will serve as a senior member of the department and will frequently represent the department in various capacities regarding strategic planning development, collaboration initiatives between departments and USM support representatives. Evaluates suitability of various project development methodologies and provides technical expertise to senior leadership, senior staff members, and project managers. UMB enrolls nearly 6,700 students in six nationally ranked professional schools and an interdisciplinary Graduate School.

PRIMARY DUTIES:

Create and sustain a cohesive, collaborative, high-performing team. Hire, develop, mentor, and evaluate a staff of customer-focused professionals and paraprofessionals.

Coordinate with the Assistant Director of Planning and Project Support as they develop the Project Plan for non-capital projects inclusive of the following: scope of work, project budget (with conceptual estimate if necessary), project milestone schedule, selection of project delivery method (Design and Construction), and assignment of project manager.

Oversee non-capital UMB campus design and construction services. May also provide support and oversight to a Regional Service Center providing capital construction services to UMB and four other University System of Maryland (USM) campuses located in the Baltimore region.

Collaborate with peers, staff, customers and stakeholders to ensure a positive work environment while upholding the Admin & Finance guiding principles.

Serve as a Senior Member of the Department and represent the Department in dealings with the Design and Construction Community as well as university clients. Frequently represent the department in various capacities including the pursuit of technology system/software advancements regarding SharePoint, eBuilder, etc.

Provides leadership to meet sustainability goals of the State, University of Maryland System, and University of Maryland Baltimore.

Lead negotiations of design, construction, and specialty service contracts, major contract changes, and claims in a manner that maintains the reputation, integrity, and respect of all involved.

Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Bachelor's in Engineering, Architecture, Construction Management, or related field required. Advanced Degree preferred.

Experience: Ten (10) years of increasing responsibility in program and project management of institutional projects. Experience in an academic, industrial, and/or medical research environment preferred.Direct construction experience strongly preferred.

Supervisory Experience: Seven (7) years of direct supervision or responsibility for training, work coordination, and monitoring the work of others.

Licensure/Certification: A Licensed Professional Engineer or Registered Architect preferred. Certified Construction Manager (CCM) or Project Management Professional (PMP) preferred.

Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of Construction Project Management including planning, design, design review, permitting, procurement, inspection, construction, commissioning, and close out.

Ability to review programs and work with clients to establish budgets and schedules for proposed projects.

Exceptional teambuilding, collaboration, and change management skills.

Effective verbal and written communication skills.

Experience leading the selection of design teams, Design/Build teams and construction teams.

Thorough knowledge of all applicable requirements, regulations, and laws. Past public procurement experience preferred.

Skilled in the effective use of applicable technology/systems. Knowledge of E-Builder or similar software a plus.

Physical Requirements: Work is performed in both an office environment and in the field. Incumbents must be able to work in a construction site environment and have the ability to work in hazardous or irritating environments, confined spaces and adverse conditions created as a result of construction. Incumbents must be able to wear and work in personal protective equipment.

HIRING RANGE: $167,000 - $186,500 per year (Commensurate with education and experience)
