Job description
The mission of the Catholic Archdiocese of Washington is to spread the light of the Gospel of Jesus Christ to the world. In the faithful pursuit of this mission, the archdiocese is seeking a full-time Director of Government Programs and Grants.
Position Description
The Director of Government Programs & Grants oversees federal and state education programs serving more than 50 Archdiocesan Catholic schools. The position manages grant participation, compliance, technical assistance, program implementation, and relationships with local and state education agencies to maximize funding opportunities that benefit students, teachers, and schools.
Schedule
Hybrid schedule consisting of four days per week working from the Archdiocesan Pastoral Center in Hyattsville (except when attending required school visits or meetings) and one telework day per week. Local travel to schools and meetings is required and currently represents approximately 10–20% of the work schedule.
Responsibilities
- Manage and administer federal and state government programs serving more than 50 Archdiocesan Catholic schools, providing technical assistance to school leaders, coordinating applications, ensuring compliance, and maximizing access to available funding. Serve as the Catholic Schools Office liaison with local education agencies (LEAs) to support implementation of programs under the Elementary and Secondary Education Act (ESEA), including Title I, II, III, and IV.
- Attend and lead Archdiocesan participation at roughly 100 annual federal program consultation meetings with six LEAs (DC, Montgomery, Prince George’s, St. Mary’s, Charles & Calvert counties in Maryland). Facilitate school participation and feedback in the consultation process to ensure federal funds are used to meet the needs of students, their families and teachers.
- Lead Archdiocesan participation at Individuals with Disabilities Education Act (IDEA) consultations with six LEAs and facilitate school and family feedback in the process. Facilitate and be a source of knowledge for school administrators, teachers and families to utilize the Child Find process for students suspected of having a disability.
- Create and maintain organized tracking systems to monitor applications, awards, grant budgets, spenddown, compliance requirements, and reporting across multiple fiscal years.
- Coordinate and manage the participation of more than 50 Archdiocesan schools in the below listed programs by providing technical assistance, assisting with applications, monitoring program requirements, and supporting implementation to maximize participation & available funding.

- Broadening Options and Opportunities for Students Today (BOOST) in Maryland
- Non-public Aging Schools Program (NASP) in Maryland
- Non-public Textbook Program (NSPT) in Maryland
- Non-public Health & Security Grant (NSHS) in Maryland
- Work collaboratively with the Enrollment, Marketing and Academics teams and other members of the Catholic Schools Office to make decisions that maximize pooled federal funding in support of the greatest student needs across the diocese.
- Attend principal meetings and provide updates and trainings on how schools can equitably participate in government programs.
- Serve on the Enrollment & Marketing team to help develop strategies for including school choice programs and government funding opportunities in the overall diocesan marketing strategy and outreach materials with a focus on affordability.
- Work with supervisor, and members of the legal team, to review and make decisions about grant opportunities.
- Support advocacy efforts in Maryland and Washington, DC for government programs and initiatives that support non-public schools.
- Administer an annual teacher grant program from application development through award, implementation, monitoring and closeout.
Qualifications
Knowledge, Skills and Abilities
- Knowledge and respect for the Catholic faith and teachings.
- Advanced organizational and project management skills with exceptional attention to detail.
- Ability to manage multiple deadlines, budgets and reporting requirements simultaneously.
- Excellent ability to explain complex federal/state guidance and programs to school leaders and give clear direction.
- Ability to develop and manage tracking systems and monitor compliance.
- Strong proficiency with Microsoft Excel and database/spreadsheet tracking.
- Strong presentation, facilitation, and relationship-building skills with the ability to work effectively with school leaders and public agencies.
- Knowledge of government programs you will be responsible for, including equitable services under ESEA & IDEA, and Maryland state programs supporting non-public schools.
- Excellent verbal and written communication skills.
- Comfortable working independently and as a member of a team.
- Must be able to travel locally throughout the Archdiocese to attend meetings, consultations, trainings, and school visits.
Education and Experience
- Bachelor's degree in education, educational administration, public administration, public policy, nonprofit management, business administration, communications, or a related field. Master's degree preferred.
- Minimum of five years of progressively responsible experience in education, government programs, grants administration, project management, school administration, or a related field.
- Experience administering or supporting federal, state, or grant-funded education programs preferred. Knowledge of and/or experience with equitable services under ESEA, IDEA, or Maryland and DC non-public school programs is strongly preferred.
- Experience coordinating multiple projects with competing deadlines.
- Experience providing technical assistance or training to schools, educators, or other stakeholders.
- Experience developing tracking systems, reports, or processes to monitor program implementation and compliance.
- Project management experience.
- Experience working with public agencies or government partners preferred.
- Experience in a Catholic school or diocesan setting preferred.
The compensation range for this role is: $88,000 to $95,000 with excellent benefits
