Coastal Harbor Health System is comprised of a 145-bed hospital for children and adolescents, providing both short- and long-term inpatient care, and a 50-bed inpatient hospital serving men and women, ages 18 and up. The Director of Outpatient Services oversees the Partial Hospital Program (PHP) services. They will increase physician and staff awareness of PHP appropriateness for patients discharging from in-patient level of care, and responsible for the development and implementation of clinically sound programs. The Director of Outpatient Services will educate prospective clients/families on program goals and benefits, as well as ensure facility compliance with all state and county regulations, Joint Commission and CMS regulations. Accountable for leadership and strategic management of the Outpatient Services program, in collaboration with the Medical Director and the clinical staff, this position assesses, develops, implements and evaluates program philosophy, goals, objectives, and treatment interventions. This position provides the leadership necessary for successful program development and maintenance through appropriate, organized, and program focused referral development activities.
Qualifications
Job Duties/Responsibilities
Leadership:
  • In consultation with the CEO- oversee planning, development and implementation of organized clinical services programs.
  • Develop strategic goals and objectives for overall outpatient facility performance both clinically and fiscally.
  • Oversee implementation of policies and procedures and act as a resource to the staff.
  • Ensure the outpatient facility compiles with regulatory and accrediation agencies' regulations and patients' rights and regulatory standards.
  • Provide supervision for each outpatient therapist and clinical staff, as necessary.
  • Evaluate program effectiveness and work to formulate plans for improvement.
  • Assist in evaluating unusual occurrence reports, conduct investigations and assist in imprementing corrective plans when needed.

Budgetary:
  • Assist facility directors in monitoring expenditure at facilities in compliance with budget.
  • Assist facility directors in monitoring census and discrepancies between actual census and budgeted census for the outpatient facility and develop plans with business development.
  • Approve/deny request for increase/decrease in staff accordiing to acuity and budgetary guidelines.
  • Anticipate budgetary needs and participate in annual facility budgeting processes.

Personnel Management:
  • Recruit and interview clinical program staff.
  • Ensure all clinical staff are evualuated according to personnel policies.
  • Provide leadership and direction to all clinical staff in accordance with the facility's goals and objectives.
  • Continually evaluate the activities and morale and interpersonal relationships of the program staff and promote methods to improve in these areas.
  • Provide education, orientation and in-service training for the clinical staff when opportunity to improve clinical knowledge is identified.
  • Assist clinical team in ensuring adequate system of communication and reporting is maintained between all staff members, as well as other departments involved in the outgoing operation of the outpatient programs.

Professional Collaboration:
  • Participate in leadership activities to promote organizational cohesiveness.
  • Ensure that reports are prepared in a timely fashion for Performance Improvement Committee functions.
  • Particpate in Medical Staff meetings to reporesent Outpatient Services.
  • Meet on a regular basis with the CEO.
  • Collaborate with Community Education Department to facilitate outpatient services growth and develop/maintatin community relationships to foster community collaboration with the organization.

Market/Program Knowledge:
  • Develops and maintains a current knowledge of general economic and business status of the behavior healthcare market within the greater Savannah marketplace and provides management with relevant information and strategic plans, as appropriate.
  • Maintains and regularly updates analysis of facility's competitors within the greater Savannah market, including programs, bed availability, SWOT, go-to-market stragegies, and parent company, if applicable.
  • Maintains a general working knowledge of the target markets utlized for referrals, as well as comprehensive knowledge of the status of specific target markets.

Performance Accountability:
  • Use time constructely and in an organized manner to accomplish assigned responsibilites, delegate duties to tother personnel as appropriate, and demostratge good judgement ability.
  • Demonstrate a professional attitude and work collaboratively with community organizations, physicians, program directors and other staff, patients, visitors and allied health providers.
  • Show evidence of ongoing education in clinical or health care management.

Requirements
Education:
Master's Degree in Business or Healthcare Administration preferred. Bachelors Degree in Business or Healthcare Administration required.
Experience:
Five years of experience in business and regulatory compliance: (Knowledge of pertinent regulations, accrediting and advisory body requirements including but not limited to state and CMS, Joint Commission regulations and recommendations from the CDC); 8 years of leadership expereince in psychiatric or behavioral heal field preferred.
