Job Summary

Oversee end-to-end IT Service Offerings supporting Physical Security Systems across the organization, including video surveillance, access control, and onboard train video surveillance. Serve as the accountable owner for designated public safety and security systems, ensuring they operate reliably, securely, and continuously in support of a 24x7 operating environment. Direct long term roadmaps and vendor partnerships while acting as a senior liaison to Police, Security, Facilities, Operations, and IT executive leadership. Lead managers and multi disciplinary teams to design, implement, and sustain mission critical service offerings, supported by clear governance, documentation, and communication.

This position is onsite in Philadelphia PA, Wilmington DE, or Washington DC.

Essential Functions
  • Direct end-to-end delivery and executive stakeholder engagement for Physical Security technology, including facility and onboard train deployments of video surveillance, access control, and integrated security systems.
  • Establish and govern service offering definitions, operating models, and standards for Physical Security technologies deployed across stations, yards, offices, and rolling stock within the IT service catalog.
  • Provide executive oversight of enterprise security platforms, including Genetec video surveillance and Lenel access control systems, supporting continuous operations in fixed and mobile rail environments.
  • Own service portfolios, budgets, vendor relationships, delivery teams, programs, and operational performance, ensuring alignment with public safety requirements and organizational priorities in a 24x7 environment.
  • Set direction for architecture, cybersecurity, resiliency, and incident readiness in partnership with Police, Security, Facilities, and Technology Operations leadership.

Minimum Qualifications
  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 11 years of relevant work experience.
Preferred Qualifications
  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 13 years of relevant work experience.
  • Leadership experience supporting Police departments, public safety agencies, or enterprise transportation security environments.
  • Certifications in Genetec Security Center and Lenel OnGuard platforms
Knowledge, Skills, and Abilities
  • Demonstrated ability to provide director level leadership, influencing executive stakeholders across IT, Police, Security, Facilities, and Train Operations.
  • Exceptional communication and interpersonal skills, fostering collaboration and self-motivation
  • Proven success delivering and governing large scale, mission critical technology programs supporting continuous 24x7 operations.
  • Strong executive communication and decision making skills, particularly during incidents, service interruptions, or elevated operational conditions.
  • Extensive experience in service ownership, vendor negotiation, financial oversight, and operational governance.
  • Deep understanding of physical security technology ecosystems, physical security architectures, and compliance requirements across facilities and mobile transportation environments.
  • Proficient in leading cross-functional teams
  • Demonstrated track record of successfully delivering multiple concurrent IT projects within specified deadlines and budget constraints
  • Extensive experience in managing client expectations, program and financial management, and technology product delivery

The salary/hourly range is $179,300.00 - $232,416.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
