The Director, Subcontracts is responsible for cradle-to-grave administration for all subcontract lifecycle procurement functions. The Director, Subcontracts strategic leadership and oversight of all subcontracting activities across the MIOS SBU. This role is responsible for establishing and enforcing subcontract policies, ensuring compliance with FAR/DFARS and corporate procurement requirements, and creating and maintaining an approved purchasing system in accordance with CPSR standards. The Director, Subcontracts will also interact with Business Development, Pricing, Contracts, Purchasing and Senior Management in the development of procurement strategy.


Responsibilities
  • Leading the MIOS Subcontracts team in all daily activities, providing managerial support, guidance and feedback on tasks and demands requested by the SBU team, Subsidiary Operations Teams, Program Managers and staff as well as senior management of suppliers and subcontractors.
  • Day-to-day interface with SBU team, Subsidiary Operations Teams, Program Managers and staff as well as senior management of suppliers and subcontractors.
  • Ensure senior management is appropriately briefed on all significant terms and risks.
  • Provide support with request for quotation (RFQ) activities; review RFP/RFQ for risk assessment; Subcontract Agreements, Consulting Agreements, Modifications, Teaming Agreements and Non-Disclosure Agreements.
  • Provide support to the development, review, and negotiation of subcontracts, modifications, NDAs and TAs consistent with organization policies.
  • Manage Consultant Agreements and collaborate with HR as needed to ensure consultant versus employee compliance.
  • Identify risk factors in prime solicitations, Subcontractor proposals, Representations and Certifications submitted, Cost and Price Analysis findings, and Subcontractor Statement of Work.
  • Review, recommend, and manage the preparation of various types of subcontracts and deliverables, including certified payrolls
  • Resolve discrepancies related to subcontract documents and ensure data quality and accuracy
  • Perform pricing validation as needed. Develop and maintain subcontract files in accordance with applicable governmental regulations and corporate procurement policies and practices
  • Provide subcontract advice and counsel to Business Leaders, Program Managers, and other related functions such as finance, quality and contract administration Provide contractual interpretations regarding subcontract language and commercial requirements
  • Develop and maintain subcontract files in accordance with applicable governmental regulations and corporate procurement policies and practices
  • Work with Program Controller and / or MIOS Finance to ensure subcontractors are paid in accordance with executed agreements and works to resolve payment issues.
  • Answer, as required, Internal and External Data Calls from Government Compliance, DCAA, and DCMA queries.
  • Manage subcontract closeout
  • Ensure the timely filing and reporting of subcontract data entry into various systems and monitors data updates.
  • Work with the team trainer to mentor/train new and existing Subcontract Administrators (SCA)
  • Oversee and mentor subcontract staff, establishing performance expectations and ensuring workforce capability
  • Participate as an active member of the Chenega Corporation Procurement Council
  • Perform as the Lead for subcontracts process improvement initiative
  • Lead effort to establish and maintain certified purchasing System (CPSR)
  • Other duties as assigned

Qualifications
  • Bachelor’s degree required OR
    • 10+ years of relevant experience may substitute for education
  • 7+ years of experience of progressive subcontracts management leadership experience within a federal government contracting (GovCon) environment, including demonstrated leadership at the Director or Head of Subcontracts level, with deep expertise in FAR/DFARS compliance, contract lifecycle oversight, and managing complex prime and subcontract portfolios.
  • 12+ years direct government subcontracts experience with various types of contracts, including:
      • Firm Fixed-Price (FFP)
      • Firm-Fixed-Price Level of Effort Term (FFPLOE)
      • Cost-Plus-Fixed-Fee (CPFF) and Level-of-Effort (LOE)
      • Time and Material (T&M)
      • Various delivery and indefinite quantity (IDIQ) types
    • Experience with Federal Government contracting to include:
      • Subcontract file documentation
      • CPSR requirements
      • Involvement in a successful CPSR
      • Proposal process for federal acquisition

Knowledge, Skills and Abilities:

  • Costpoint Experience Preferred
  • Must have the ability to obtain security clearance.
  • Knowledge of government acquisition laws, regulations and guidelines.
  • Knowledge of Federal Acquisition Regulations (FARs)
  • Business, logistics, and accounting knowledge is strongly desired.
  • Excellent verbal and written communication skills.
  • Strong organizational skills
  • Ability to travel
  • Ability to manage multiple time zones, tasks and customer needs.
  • Must have the ability to work independently or in a team environment.
  • Advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), SharePoint and Outlook. Knowledge of Costpoint and Conga is a plus.
