The Associate Director of RFX Management will be responsible for establishing, leading, and evolving a centrally managed RFX (Request for Proposal, Request for Information, Request for Quote) function that supports all three Strategic Business Units (SBUs). This role will build and develop a high-performing team focused on standardizing processes, driving efficiencies, and enabling enterprise-wide sourcing excellence. 

The Associate Director will oversee the planning, execution, and governance of RFX activities across the organization, ensuring alignment with strategic sourcing priorities and compliance requirements. A key responsibility of this role is to collaborate closely with Commodity Leaders and sourcing teams to identify, support, and help shape cost‑savings initiatives that deliver measurable value. 

This position will develop clear performance metrics and KPIs, as well as design and implement streamlined, scalable processes that enhance the speed, quality, and consistency of RFX operations. The Associate Director will serve as a change leader, championing best practices, continuous improvement, and cross‑functional engagement to elevate the organization's procurement capabilities. 

What You Will Do:

  • Build, lead, and develop a centralized RFX team that supports all three SBUs with consistent processes and high‑quality service delivery. 

  • Design and implement a standardized, enterprise‑wide RFX framework, ensuring alignment with sourcing strategies, compliance requirements, and organizational goals. 

  • Oversee end-to-end execution of all RFX activities, including project intake, scoping, documentation development, supplier engagement, evaluation, and award coordination. 

  • Partner with sourcing teams and Commodity Leads to identify opportunities for cost savings, efficiency improvements, and value creation across categories and business units. 

  • Create and own KPIs, dashboards, and reporting mechanisms to measure team performance, cycle times, quality, compliance, and realized savings. 

  • Develop and maintain streamlined workflows, templates, and governance models to enhance operational efficiency and consistency. 

  • Ensure RFX processes support speed, quality, and fairness in supplier selection while promoting competitive and strategic sourcing outcomes. 

  • Coach and mentor the RFX team, fostering a culture of continuous improvement, accountability, collaboration, and professional development. 

  • Lead cross-functional communication and change management efforts to drive adoption of the centralized RFX model and secure stakeholder alignment. 

  • Monitor industry best practices and emerging tools in procurement and RFX management; recommend and implement enhancements to systems, processes, and methodologies. 

  • Provide leadership oversight for supplier interactions during RFX events to ensure professionalism, strategic alignment, and clarity in communications. 

  • Produce regular executive-level reports summarizing activity volumes, outcomes, savings performance, and strategic insights. 

  • Travel up to 40% required.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience.

  • 8+ years of experience in strategic sourcing, procurement, or supply chain, with at least 3 years in a leadership or managerial role. 

  • Experience developing and managing enterprise‑level RFX processes, tools, or centralized sourcing functions. 

  • Experience with DFAR compliant proposals.

  • Proven knowledge of sourcing best practices, competitive bidding methodology, procurement governance, and supplier evaluation techniques.

Qualifications We Prefer:

  • Bachelor’s degree in supply chain management, business, finance, or a related field; advanced degree or professional certification (e.g., CPSM, CPM, CSCP) preferred. 

  • Strong capability in managing multiple priorities in a fast‑paced, dynamic environment.

  • Excellent communication and stakeholder‑engagement skills, with demonstrated ability to work cross‑functionally across sourcing, engineering, and finance teams.

  • Strong analytical and problem‑solving skills with the ability to translate complex data into clear and actionable recommendations.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance. This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
