Job description

Basic Function
The Major Capital Projects Supervisor leads a team of Project Managers responsible for the development and execution of all major capital projects (>$5MM TIC) at the El Dorado Refinery. This role oversees a portfolio of approximately $30MM in annual capital expenditures and is accountable for ensuring projects are executed safely, within budget, and in alignment with refinery goals to enhance safety, reliability, and profitability.
Job Duties
  • Manages the El Dorado Refinery's major capital project portfolio and associated 3- to 5-year capital plan to support the refinery's long-term business strategy.
  • Prioritizes and optimizes the major capital portfolio by evaluating safety, reliability, regulatory compliance, risk mitigation, economic returns, and production objectives.
  • Provides leadership and oversight to Project Managers responsible for the development and execution of major capital projects.
  • Ensures corporate project management standards, processes, and governance requirements are consistently applied across all projects.
  • Oversees project portfolio performance to ensure projects are executed safely, within scope, on schedule, and within approved budgets.
  • Directs and evaluates the performance of third-party engineering and consulting resources to ensure productivity, quality, cost, and schedule expectations are achieved.
  • Coordinates internal and external engineering, technical, and construction resources to support successful project execution.
  • Collaborates with Capital Construction, Turnaround, Operations, Maintenance, and Engineering personnel to develop effective project execution and construction strategies.
  • Balances project manager workloads and resource allocation to maintain efficient project execution and portfolio performance.
  • Identifies, evaluates, and escalates significant project risks and issues while driving timely resolution.
  • Provides refinery leadership and project stakeholders with regular updates regarding project status, milestone achievement, portfolio performance, and emerging risks.
  • Builds organizational capability within the major capital project team through coaching, mentoring, and fostering strong communication and stakeholder engagement practices.
  • Promotes a culture focused on safety, accountability, continuous improvement, and delivery of business results.
  • Accountable for effective stewardship of annual capital expenditures, ensuring investments deliver expected business value and support refinery safety, reliability, and profitability objectives.

Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.
Experience
A minimum of 10 years project management is required.
Preferred Experience:
Project management experience (specifically larger projects that required corporate stakeholder management), Refinery experience, past supervisory experience, operational readiness knowledge (commissioning and start up support), and capital construction experience is strongly preferred.
Education Level
A minimum of a Bachelor's degree is required.
Preferred Education:
A Master's of Engineering or equivalent experience is preferred.
Required Skills
Ability to solve day-to-day problems on projects as well as find and develop solutions for long range viability of projects at the refinery, and work and lead in a collaboratively team environment. Advanced project engineering skills and training. Ability to develop and implement a project budget and stay on time and on budget. Intermediate computer skills, including word processing, spreadsheets and database. Self-starter. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.
Preferred Skills:
Strong project management background is preferred. Stakeholder management and communication excellence.
Supervisory/Managerial Responsibility
Supervises direct employees and manages outside engineering contractors and any other human resources needed to accomplish the project.
Work Conditions
Office and field based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, loud noises and vibrations. Subject to all temperatures, weather and varying road conditions.

Physical Requirements
Job conditions require sitting, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50 lbs, pushing and/or pulling up to 50lbs, climbing up to 200 ft, perceiving color differences, wearing personal protective equipment as needed and a respirator in emergency situations (beards not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid state drivers license and proof of insurance required. Job conditions may require standing and walking.
