Job description

Director, Project Management - Domain Delivery Lead

At Capital One, we're building a leading information-based technology company. Guided by our shared values, we thrive in an environment where collaboration and openness are valued. We believe that innovation is powered by perspective and that teamwork and respect for each other lead to superior results. Our associates serve with humility and a deep respect for their responsibility in helping our customers achieve their goals and realize their dreams.

Role Specific:

The Bank Tech Technical Program Management and Delivery organization is seeking a highly organized and self-motivated Director of Project Management to join the Delivery team. In this role, you will have unique visibility into and influence over Bank Tech's most strategic and complex initiatives, impacting multiple lines of business.

The Domain Delivery Lead (DDL) is the strategic linchpin of our Domain-Centric Organization. Operating in a federated model, DDLs advance the development, maintenance, and overall health of our reusable technology solutions (platforms and services). In this role, you will act as a strategic partner to Engineering Accountable Executives (AEs) to propel our technology towers toward the destination state of our SaaS journey.

Unlike a Technical Program Manager (TPM) aligned to prioritized programs, the DDL is allocated long-term to a specific Tech tower and portfolio of systems / applications. They are dedicated to supporting the AE in their development and execution of their Tower's strategy, including evolving delivery practices, governing current delivery standards, and strategically leveraging data and dashboards to enhance Tower Health. The DDL ensures broad visibility of achievements and centralizes risk/impediment tracking for the steady-state portfolio of work, inclusive and in collaboration with TPMs and Project Managers leading specific initiatives. This is an exciting opportunity for a strategic, well-rounded candidate to boldly model the future of technical delivery excellence.

A successful DDL possesses a robust background in technology strategy and consulting. If you are a strategist who understands how to bridge the gap between complex technical architectures and overarching business objectives, this role is tailored for you. You should be adept at evaluating software assets, partnering with engineers on solution-oriented architectures, driving platform maturity, and leading enterprise-wide tech transformations.

What you'll do:

1. Lead Domain Reviews & Tech Strategy

  • Drive monthly, tower-centric reviews of asset architecture and outcomes to inform leadership on the Domain's SaaS journey.

  • Provide a recurring steering moment to promote alignment of strategic priorities across partnering towers.

  • Synthesize complex technical data (asset maps, current state vs. destination architecture, platform health) into actionable insights to drive executive decision-making.

2. Drive Local Intent & Asset Development

  • Oversee the asset inventory for the tower, defining the strategy and vision for platform development.

  • Partner with engineering leaders to categorize assets (invest, maintain, deprecate) and compile comprehensive solution roadmaps.

  • Determine the intersection of initiatives required to progress the domain's technical roadmap, mapping key milestones against available capacity.

3. Promote Tower Operations & Health Monitoring

  • Utilize health and productivity dashboards natively (e.g., tracking availability, latency, incident tracking/MTTR, and velocity) to drive data-driven continuous improvement.

  • Support localized tower rhythms, including identifying architectural bottlenecks, reviewing financial health for proper investment allocation, and streamlining planning routines.

  • Coach sub-organizations to ensure adherence to SaaS frameworks, metrics standards, and data integrity.

Who you are:

  • Technology Strategy Expertise: Proven background in technology strategy, IT consulting, or enterprise architecture.

  • SaaS & Product Mindset: Deep understanding of SaaS operating models, platform development, asset-centric delivery, and cloud-native architectures.

  • Executive Presence & Storytelling: Exceptional ability to craft compelling narratives, lead executive-level Domain Reviews, and influence senior stakeholders and Accountable Executives.

  • Holistic Portfolio Management: Demonstrated ability to look beyond day-to-day project execution to manage overarching domain capacity, identify convergence opportunities, and mitigate cross-initiative risks.

  • Data-Driven Decision Making: High proficiency in leveraging analytics and platform health metrics to optimize operations and guide technical investments.

  • Can work autonomously and knows when to escalate in a timely manner with direct manager and leadership

  • Confident to champion unpopular ideas even with more senior leaders

  • Ability to navigate ambiguous situations

  • Collaborative, team player attitude with the ability to navigate and influence the organization

  • Executive communication skills that can tell the story that will positively drive transformational change

  • Contributor to continuous improvement of program / portfolio management practices

Basic Qualifications:

  • Bachelor's Degree

  • At least 9 years of technical program management or project management experience

  • At least 3 years of technology strategy experience

Preferred Qualifications:

  • Masters in Business Administration or Computer Science

  • 10+ years of process, project, or program management experience

  • Strong communication and collaboration skills
