Position Summary
The Director of Electric Utility Construction is responsible for leading and managing all aspects of electric power distribution construction operations supporting major regional utilities, including PECO and surrounding service territories.
This role provides strategic and operational leadership across a strong and growing backlog of aerial and underground distribution projects. The Director will oversee union field operations, drive financial performance, ensure safe and compliant execution, and deliver high-quality work on time and within budget.
This is a key leadership position responsible for scaling operations, strengthening client relationships, and executing critical infrastructure work within the electric distribution space.
Key Responsibilities
Operational Leadership
  • Lead and oversee a portfolio of electric distribution construction projects (aerial and underground) across PECO and regional utility systems
  • Direct project managers, general foremen, and union field crews in the execution of overhead and underground distribution work
  • Ensure adherence to utility standards, construction specifications, and productivity expectations
  • Drive continuous improvement in field execution, planning, and operational efficiency

Financial & P&L Management
  • Own full profit and loss (P&L) responsibility for electric distribution operations
  • Manage budgets, forecasts, and financial performance across a strong backlog of work
  • Monitor job costing, unit pricing, and margins specific to distribution construction
  • Identify cost efficiencies and mitigate financial and operational risks

Client & Stakeholder Management
  • Serve as the primary point of contact for PECO and regional utility clients
  • Build and maintain strong relationships with utility leadership and field representatives
  • Support business development efforts, including bid strategy, proposals, and contract negotiations
  • Partner with executive leadership to expand market presence and secure additional work

Program & Project Oversight
  • Oversee multiple concurrent distribution projects and ensure alignment with company objectives
  • Manage schedules, outages, and coordination with utility stakeholders
  • Identify and mitigate risks related to outage planning, permitting, and resource allocation
  • Ensure consistent use of project management systems, reporting, and performance tracking

Safety & Compliance
  • Champion a strong electrical and union safety culture across all operations
  • Ensure compliance with OSHA, NESC, and PECO/regional utility standards
  • Oversee quality assurance and system integrity for all installations
  • Ensure adherence to all regulatory, contractual, and labor requirements

Leadership & Team Development
  • Lead, mentor, and develop project managers, supervisors, and union field leadership
  • Foster a culture of accountability, safety, and high performance
  • Support workforce planning, training, and retention in a union environment
  • Collaborate effectively with union leadership and maintain strong labor relations

Qualifications
  • 10+ years of experience in electric power distribution construction, including aerial and underground systems
  • 7+ years of leadership experience in project, program, or operations management
  • Proven experience working with PECO or similar regional electric utilities
  • Strong understanding of union workforce environments and labor coordination
  • Demonstrated experience managing large-scale distribution programs and backlog execution
  • Proven P&L management experience within a contractor environment
  • Strong knowledge of NESC, OSHA, and electric utility construction standards
  • Experience with ERP and project management systems
  • Excellent leadership, communication, and stakeholder management skills
  • PMP certification preferred (or equivalent experience)

Preferred Experience
  • Experience supporting storm response and emergency restoration efforts
  • Background in grid modernization, reliability programs, or system hardening
  • Experience scaling operations within a high-growth utility contractor
  • Field-to-leadership career progression in electric distribution
