JOB SUMMARY 

The Director of Application Software Engineering provides leadership for application software engineering teams within the delivery center. This role is accountable for engineering execution, team performance, delivery predictability, software quality, maintainability, and adherence to approved SDLC and technical standards. 

The Director leads engineering managers and software engineering teams responsible for delivering and maintaining enterprise applications. The role partners closely with Product Management, Business Analysis, Solution Architecture, QA, Infrastructure, Security, Support, and Delivery leadership to ensure approved product priorities and architectural direction are delivered with quality, reliability, and operational readiness.

This position does not own product strategy, enterprise architecture, business process ownership, or frontline support intake, but is a critical partner in each of those processes.

 
JOB DUTIES
Engineering Leadership
  • Lead, coach, and develop engineering managers and application software engineering teams.
  • Establish clear expectations for engineering execution, quality, team performance, and delivery accountability.
  • Support hiring, workforce planning, skills development, succession planning, and performance management across assigned engineering teams.
  • Build a culture of accountability, technical excellence, collaboration, and continuous improvement.

Delivery Execution

  • Oversee software engineering delivery across assigned applications, products, or value streams.
  • Ensure teams can translate approved requirements, acceptance criteria, and architectural direction into executable engineering plans.
  • Partner with Product, Architecture, QA, and Delivery leadership to identify scope, dependencies, risks, sequencing, and capacity constraints.
  • Improve delivery predictability through estimation discipline, sprint/release planning, dependency management, and transparent status reporting.
  • Ensure engineering teams are focused on approved, prioritized work and are not bypassing product or delivery governance.

Technical Quality and SDLC Discipline

  • Ensure engineering teams follow approved SDLC practices, coding standards, branching strategies, peer review expectations, testing practices, CI/CD processes, security requirements, and documentation standards.
  • Promote maintainable software design, automated testing, observability, operational readiness, and responsible technical debt management.
  • Partner with Architecture to ensure solution designs are implementable, scalable, secure, and aligned with enterprise direction.
  • Partner with QA to improve defect prevention, testability, acceptance criteria quality, and release readiness. 
Production Support and Operational Reliability
  • Ensure timely engineering response to production defects, incidents, and application issues within the team's ownership.
  • Partner with Support, Infrastructure, Security, Product, QA, and Architecture on incident resolution, root cause analysis, and prevention.
  • Ensure application teams contribute to support documentation, runbooks, monitoring requirements, logging expectations, and operational readiness.
  • Help distinguish production defects, configuration issues, enhancement requests, training gaps, and business process issues.

 Cross-Functional Partnership

  • Serve as the primary engineering delivery partner to Product, Architecture, Infrastructure, QA, Support, and business-facing delivery teams.
  • Provide engineering perspective on feasibility, technical complexity, delivery effort, sequencing, risks, and operational impacts.
  • Participate in planning and governance forums to represent engineering capacity, delivery risks, and execution readiness.
  • Escalate unresolved constraints, cross-team dependencies, and quality risks in a timely and transparent manner.

 Continuous Improvement

  • Improve engineering delivery practices, team health, quality outcomes, and delivery throughput.
  • Identify systemic delivery bottlenecks and partner with other leaders to resolve them.
  • Support adoption of modern engineering practices, automation, DevOps maturity, observability, and quality improvement.
  • Use objective metrics to evaluate delivery health, such as cycle time, defect trends, escaped defects, deployment success, incident recurrence, and team capacity.
 
QUALIFICATIONS
  • Bachelor's Degree from an accredited college in Computer Science or a related discipline, or equivalent experience 
  • Minimum 4 years of supervisory experience leading development efforts in software development or related position, experience managing medium and large project/development teams
  • Experience in all aspects of Software Development Life Cycle including but not limited to architecting solutions, designing applications, coding, unit testing, and implementing utilizing a variety of tools and technologies
  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation
  • Ability to work flexible and/or extended hours, if needed, to meet the job requirements
  • Employees must provide their own reliable internet if working a remote/hybrid position

The incumbent typically works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office. Incumbent may encounter frequent interruptions throughout the workday. The employee is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 20 pounds.
