Job description

Position Summary
The Executive Director, Operations & Performance is a senior leadership role responsible for the operational excellence of Cooperative Services of Florida (CSF). This position provides strategic leadership for the organization's contracting operations, analytics, reporting, pricing management, operational governance, and administrative infrastructure that supports the delivery of value to customers and CSF member organizations.

As a member of the senior leadership team, the Executive Director ensures that operational processes, contract administration, performance reporting, and business analytics are aligned with CSF's strategic objectives and executed with consistency, accuracy, and accountability. The position serves as the operational counterpart to the Executive Director of Sourcing, ensuring sourcing strategies are effectively implemented, measured, maintained, and communicated.

The Executive Director provides leadership for the Director of Contracting and Director of Analytics while fostering a culture of operational excellence, continuous improvement, collaboration, and customer service. This leader is accountable for developing scalable business processes, maintaining contract and pricing integrity, supporting member reporting needs, establishing organizational performance metrics, and driving operational efficiencies across the organization.

This is a hybrid position with the expectation of being primarily on site the first two months of employment. 
 

Key Responsibilities

  • Provide strategic leadership and oversight for contracting and price administration, analytics, reporting, contract performance, value management, and operational support functions.
  • Lead the Director of Contracting and Director of Analytics through performance management, coaching, and professional development.
  • Establish and monitor key performance indicators, dashboards, and operational reporting to measure organizational performance and member value.
  • Ensure contract lifecycle management, pricing accuracy, and contract compliance across the CSF portfolio.
  • Lead the organization's business intelligence and analytics strategy to support executive decision-making and member value.
  • Develop and implement operational policies, procedures, and process improvements that promote efficiency, consistency, and accountability.
  • Oversee analytics and reporting that support executive decision-making, savings validation, supplier performance, and member utilization.
  • Partner with the Executive Director of Sourcing to ensure seamless implementation of sourcing initiatives and ongoing operational support.
  • Develop and execute operational strategies that support organizational growth, member satisfaction, and long-term sustainability.
  • Oversee contract repository management and governance to ensure data integrity and accessibility.
  • Collaborate with member health systems and supplier partners to resolve operational issues and improve service delivery.
  • Present operational updates, performance metrics, and strategic recommendations to executive leadership, member executives, and governance committees.
  • Represent CSF in member meetings, industry events, and supplier engagements as appropriate.
  • Drive a culture of operational excellence, continuous improvement, and accountability across the organization.

Education

  • Bachelor's Degree in Business, Healthcare Administration, or related field required.
  • Master's Degree in Business Administration (MBA), preferred.

Experience

  • Minimum 8 years of progressive leadership experience within healthcare supply chain, GPO operations, healthcare administration, or related operational leadership.
  • Minimum 5 years leading cross-functional operational teams.
  • Demonstrated experience overseeing contracting operations, business analytics, reporting, or operational performance functions.
  • Experience developing organizational performance metrics and executive reporting.
  • Experience implementing operational process improvements and organizational change initiatives.
  • Experience working collaboratively with healthcare executives, suppliers, and cross-functional stakeholders.
