POSITION DESCRIPTION:
Inadev is seeking an experienced Director of Business Development (Department of Homeland Security) who will lead and win strategic business opportunities across the DHS and its component agencies. This role will focus on identifying and qualifying high value DHS opportunities, developing competitive win themes, and driving the full capture lifecycle. The ideal candidate possesses deep mission understanding of DHS components, strong customer relationships, and proven experience winning large DHS contracts.
RESPONSIBILITES:
Pipeline and Capture
  • Create and maintain a well qualified pipeline
  • Lead end to end capture efforts for high visibility Department of Homeland Security pursuits (
  • Build tailored capture strategies for DHS components including CBP, ICE, TSA, FEMA, and DHS HQ.
  • Develop capture plans, competitive positioning, win themes, discriminators, and price to win strategies.
  • Collaborate with solution architects, pricing teams, proposal leadership, and delivery executives to build mission aligned solutions for DHS programs.

Department of Homeland Security Customer Engagement
  • Develop trusted advisor relationships with DHS leadership, contracting officers, program managers, and mission owners.
  • Conduct mission and capability discovery across DHS components to uncover customer pain points, modernization needs, and technology gaps.
  • Influence DHS acquisition strategies, evaluation criteria, scope, and contract structure pre RFP.
  • Execute customer call plans and orchestrate targeted thought leadership engagements.
  • Create and maintain a quality Account Plan

Market & Opportunity Intelligence
  • Identify and Qualify DHS opportunities.
  • Monitor DHS annual budget priorities, congressional appropriations, and agency level policy drivers.
  • Conduct competitive assessments, SWOT, and incumbent analysis tailored for DHS's procurement environment.

Teaming & Partnership Development
  • Identify and negotiate strategic subcontractors, small-business partners, and niche mission specialists to strengthen competitive position.
  • Build teams aligned to DHS contract vehicles and acquisition pathways.

Capture Governance
  • Ensure Quality internal capture reviews, solution development workshops, and investment approval processes.
  • Develop DHS specific capture artifacts including mission analyses, customer hot buttons, and evaluation scorecards.
  • Ensure compliance with FAR, DHS procurement guidelines, and internal corporate governance.

Proposal Development Support
  • Shape proposal storyboards, structure, and content to align with DHS mission priorities and evaluation criteria.
  • Support color team reviews (Pink, Red, Gold) to ensure alignment with the approved capture strategy.
  • Provide intelligence on DHS scoring patterns, proposal preferences, and language aligned to DHS missions.

Requirements
NON-TECHNICAL REQUIREMENTS:
  • Must be a U.S. Citizen.
  • Must have the ability to pass a 7-year employment background check.
  • Must be willing to work a HYRBID Schedule (3-4 Days) in Reston, VA & client locations in the Northern Virginia/DC/MD area as required.

MANDATORY REQUIREMENTS/SKILLS:
  • Must possess a Bachelor's degree in Business/Marketing, Economics, Engineering, Information Technology, (or related field).
  • Must have at least 10 years of federal capture or BD experience, with at least 3 years focused on Department of Homeland Security agency customers.
  • Must possess a proven track record of capturing and winning major DHS contracts.
  • Must possess established relationships within DHS components (e.g. CBP, ICE, TSA, FEMA, USCIS).
  • Must have strong knowledge of DHS acquisition processes, APFS forecasting, and DHS specific procurement trends.
  • Must have the ability to analyze mission needs across border security, immigration services, transportation security, disaster response, and law enforcement.
  • Must possess excellent communication, leadership, and executive engagement skills.

DESIRED REQUIREMENTS/SKILLS:
  • Background in cybersecurity, cloud modernization, analytics, AI/ML, Zero Trust, infrastructure modernization, or mission support.
  • Prior experience supporting DHS at technology firms or federal integrators.
  • Strong financial acumen, including price-to-win and competitive pricing strategies.
