Job Description: L3Harris Technologies candidate for the position of Supply Chain Government Compliance and Supplier Diversity Officer. The Space & Mission Systems (SMS), Supply Chain Government Compliance and Supplier Diversity is a position supporting the Supply Chain Operations & Compliance, Government Compliance and Supplier Diversity organization and monitors supply chain operations to ensure compliance to supply chain policies and procedures, FAR/DFARS/AMS government regulations, and requirements of industry standards to support efficient and compliant operations across the purchasing and supply chain operations. This full-time position SMS Space Systems in SC Ops site reports to the Supply Chain leadership.

Essential Functions: 

  • Complete government Purchase Order compliance reviews to support maintaining an approved purchasing system with the Government.
  • Lead and support quarterly internal functional compliance system reviews and internal control self-assessments.
  • Offer guidance in development, implementation and management of supply chain and purchasing procedures that support the L3Harris CAS 410 Segment, FAR/DFARS/AMS government regulations, and industry best practices.
  • Support ability to collect, document, monitor, and analyze supply base for business size and small business classification compliance; track performance to supplier diversity improvement initiatives / objectives, monitor attainment of projections to goals and plans, and assess utilization gaps. Maintain monthly, quarterly, and annual reporting records. Prepare internal and federal customer required reports.
  • Evaluate Request for Proposal (RFP) requirements for Small Business utilization and participation. Support development and implementation of customer required subcontracting plans; prepare customer required Small Business subcontracting reports to plan.
  • Support the development of templates and other tools that support compliant purchasing and supply chain actions.
  • Monitor and ensure all records and documents are maintained according to supply chain best practices, government regulations, and relevant policies and procedures.
  • Participate in the development and implementation of systems that result in improved operational efficiency and reduced organizational risk.
  • Seek optimal solutions and approaches within the supply chain organization, identify gaps in practices and processes, pursue training, and process improvement opportunities.
  • Conduct routine compliance reviews on procurement files to document ongoing operational quality, collect statistics and submit reports on risks and recommendations.
  • Assist in training buyers on L3Harris Government Compliance Systems, policies and procedures, and government regulations.
  • Coordinate information related to internal/external audits, DCMA CPSR's reviews to support maintaining an approved purchasing system with the government and DCMA Small Business 640 reviews to maintain acceptable government ratings.
  • Remain informed of government regulations and policies of L3Harris such as FAR, DFARS, and AMS requirements.
  • Apply category management principles to optimize sourcing strategies and drive value across key commodity groups.
  • Develop and manage long-term agreements with suppliers to ensure continuity of supply, cost savings, and risk mitigation.
  • Lead and support process improvements aimed at enhancing the buyer experience, including upstream improvements in engineering, quality, and materials management.

Qualifications:  

  • Bachelor's degree
  • 9+ years of work experience as a Supply Chain professional, technical consultant or similar role or Graduate degree with a minimum of 7 years in relevant discipline and work experience as a Supply Chain professional, technical consultant, or similar role
  • 3+ years Supply Chain experience supporting Government FAR, DFARS, and AMS regulations
  • Ability to travel of up to 10% to other L3Harris sites.

Preferred Additional Skills:

  • Bachelor's degree Supply Chain, Business, Finance, Accounting, or related area.
  • Ability to prioritize competing work assignments and initiative to complete tasks.
  • Experience with FAR, DFARS, and AMS government regulations.

The salary range for this role in New York state, Cleveland Ohio, and Vermont is $87,500 - $196,500. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $91,500 - $162,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
