About the Engagement

Promesa Consulting Group, Inc. (Promesa) is seeking a specialized Instructional Analyst/Developer to lead nuclear engineering and systems training development. This role is embedded directly within H2C's training organization and reports to the Engineering Training Manager.


The focus of this assignment is the assessment of existing systems training gaps and the development of systems trainingfor engineering staff assigned to operational facilities — specifically the Tank Side Cesium Removal (TSCR) system, the Effluent Treatment Facility (ETF), and the Evaporator. These are complex, highly regulated nuclear processing facilities. Understanding how systems training is structured for engineering personnel in a DOE nuclear environment — and the technical documentation (system descriptions, P&IDs, design basis documents) from which it must be derived — is essential.

What You Will Do

  • Conduct a structured needs assessment of existing systems training for engineering staff, identifying gaps relative to current facility configurations, procedures, and regulatory requirements
  • Develop classroom-based and/or computer-based systems training for engineering personnel assigned to TSCR, ETF, the Evaporator, and other H2C facilities as directed
  • Apply the ADDIE model through Analysis, Design, and Development phases for all systems training products
  • Develop training content grounded in system descriptions, P&IDs, process flow diagrams, technical specifications, and applicable engineering procedures
  • Write learning objectives and design knowledge assessments appropriate to the technical complexity of the subject matter and the engineering audience
  • Coordinate directly with engineering subject matter experts (SMEs) and Training Management to validate technical accuracy
  • Revise existing systems training as required to reflect design changes, procedure revisions, or new regulatory requirements
  • Maintain a monthly status tracking spreadsheet and attend project review meetings as required

Required Qualifications

  • Education: Bachelor's degree in Engineering, a technical discipline, Education, or Instructional Design preferred. An equivalent combination of education and documented systems training development experience in a nuclear environment will be considered
  • Experience:
    • Minimum 5 years of experience as an instructional analyst and/or developer within the nuclear industry
    • Demonstrated application of the ADDIE model or comparable SAT methodology specifically to systems training development
    • Proven experience developing systems training for engineering staff or technical support personnel in a nuclear environment
    • Ability to interpret engineering design documents, system descriptions, P&IDs, and technical specifications to build accurate training products
    • Experience designing assessments aligned to technical learning objectives for an engineering-level audience


Desired Qualifications

  • Minimum 5 years of direct experience in a nuclear operations or high-hazard industrial environment with specific exposure to engineering systems and facility operations — radioactive waste treatment, chemical processing, liquid effluent treatment, or similar
  • Direct experience developing systems training for facilities comparable to TSCR, ETF, or the Evaporator is a highly significant differentiator
  • Hanford Site experience with H2C, WRPS, or a predecessor contractor is strongly preferred
  • Familiarity with DOE nuclear safety basis documents, Technical Safety Requirements (TSRs), and their relationship to training program design
  • Proficiency with CBT authoring tools used in the nuclear industry (e.g., Articulate Storyline, Lectora, or equivalent)

Work Location, Schedule & Site Requirements

  • Primary work location: Richland, WA 99354
  • Occasional visits to Hanford 200E/200W areas and other H2C in-town offices for SME coordination and meetings
  • This position is 100% on-site. No remote work is available.
  • Relocation, travel expenses, and per diem are NOT reimbursable. Candidates must reside in or relocate to the Tri-Cities area at their own expense before the start date
  • Schedule: Preferably Monday–Thursday, 6:00 AM – 4:30 PM, 10-hour days; confirmed by the manager at contract start
  • HGET and site badging required; onboarding approximately one week
  • Must pass pre-employment 5-panel drug screen and comprehensive background check
  • The site is a Drug-Free Workplace
