Job description

10 - IT Project Manager 2
Req ID: 137500
Hiring Manager: Grace Rodriguez Santos
Band: 10
Region: Americas
Country: USA
State/Province: Texas
City: Richardson
Summary
We are seeking an experienced and execution-driven IT Project Manager for HPS to join our net-new, dedicated HPS IT Support Team. In this role, you will spearhead critical technology, infrastructure, and enterprise application initiatives driving global engineering design and manufacturing operations.
Standard corporate IT models focus strictly on global consistency and volume-driven stability. In contrast, this role requires managing the divergent specialization and rapid iteration inherent to an R&D Engineering organization. The successful candidate will navigate complex facility build-outs, isolated lab network delivery, advanced AI platform provisions, and strategic enterprise software transformations across our global design footprint.
Core Responsibilities
1. Facility Build-outs & Global Design Center Scaling
  • Design Center Readiness: Drive the IT project planning, infrastructure procurement, and deployment timelines for the expansion and stand-up of the HPS Design Centers coming online in 2026: Austin,TX & Petaluma, CA.
  • Specialized Lab Deployments: Coordinate the physical and electronic provisioning of specialized engineering environments, including AI Rack Integration Labs and physically isolated Clean Rooms (CRT).
  • Regulatory Compliance Infrastructure: Ensure all facility IT deployments strictly align with infrastructure security standards and evolving Department of Commerce export control regulations governing dual-use technologies.

2. Enterprise Software & Product Company Transformation
  • Engineering Toolchain Support: Partner with applications management to coordinate lifecycle deployments, automated licensing configurations, and upgrade paths for critical hardware and software engineering toolchains (e.g., Cadence, Synopsys, PTC Creo, Azure DevOps, and Jira Cloud Enterprise).

3. R&D Network Isolation & Cyber Security Initiatives
  • Isolated Network Instantiations: Manage project timelines and cross-functional deliverables for establishing completely isolated Research & Development Lab (RDL) standalone networks featuring strict outbound-only data diode logic and localized jump host access layers.
  • Endpoint Security & Policy Tuning: Coordinate the phased rollout and temporary stabilization models for specialized endpoint application controls like ThreatLocker across global engineering teams.
  • Secure Chain of Custody: Project-manage the deployment of the AppViewX PKI+ enterprise code signing infrastructure, establishing standardized paths for Linux and Windows package validations from developer workstations to the manufacturing floor.

4. AI Initiatives & Developer Endpoint Enablement
  • AI Sandbox Rollouts: Lead the delivery framework for provisioning secure Cloud AI Platforms and sandboxes (including Vertex AI, Gemini, and Claude) while ensuring data ingestion logging and monitoring governance are maintained.

Knowledge/Skills/Competencies
Required Technical Skills
  • Project Management Frameworks: Expert proficiency in managing projects using Agile, Scrum, and Waterfall methodologies within an enterprise IT PMO environment.
  • Infrastructure & Network Familiarity: Solid understanding of enterprise IT/OT boundaries, network segmentation concepts (VLANs, firewalls), and high-level requirements for air-gapped or isolated environments.
  • Systems & Endpoints Awareness: Practical familiarity with developer computing tools, cross-platform endpoint operating systems (Windows, Linux, macOS), and standard modern DevOps pipelines (e.g., Azure DevOps, GitHub).
  • Lifecycle & Procurement Tracking: Proven ability to manage the complete asset lifecycle, tracking hardware/software dependencies from initial vendor selection and qualification through to active deployment.

Strongly Preferred Certifications
  • Project Management Professional (PMP)
  • PMI Agile Certified Practitioner (PMI-ACP) or Certified ScrumMaster (CSM)

Soft Skills & Working Style
  • Detailed Documentation: Track record of developing comprehensive project charters, master schedules, RACI matrices, risk mitigation logs, and clear standard operating procedures (SOPs).
  • Strategic Problem Solver: Comfortable managing project delivery around strict technical boundaries where typical corporate automated tools may be blocked or restricted due to security compliance.
  • Cross-functional Partner: Exceptional stakeholder management skills with the ability to bridge the technical gap and collaborate closely between HPS Design Engineers, Site IT Services, Corporate Information Security, and external clients.
  • Financial Stewardship: Ability to work closely with engineering managers and procurement to specify, track, and justify project-specific bills of materials (BOM), software licensing models, and infrastructure upgrade budgets.

Physical Demands
  • Duties of this position are performed in a normal office environment.
  • Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data. Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required.
  • Occasional overnight travel is required.

Education & Experience
  • Bachelor's degree in Computer Science, Information Technology, Engineering, Project Management, or a related technical field.
  • Minimum of 5-8+ years of IT Project Management experience, with a heavy emphasis on delivering complex infrastructure, engineering labs, or large-scale enterprise application rollouts (e.g., Salesforce CRM).
