Position Overview
Citadel Security USA is seeking an experienced Armed Program Manager to oversee day-to-day operations, personnel, compliance, and client service across assigned accounts in Denver.
This position is responsible for keeping operations organized, ensuring staffing requirements are met, maintaining employee qualifications, and monitoring service quality. The Program Manager will work closely with field personnel, supervisors, clients, and company leadership to address operational needs and maintain consistent performance.
The ideal candidate brings significant leadership experience, strong organizational skills, and the ability to make sound decisions while managing multiple priorities.
Core Responsibilities
Program & Operational Management
  • Oversee daily operations across assigned locations and ensure contractual requirements are being met.
  • Monitor staffing levels, post coverage, employee attendance, and operational performance.
  • Coordinate with supervisors and field personnel to resolve scheduling and coverage issues.
  • Review operational activity and identify areas where procedures or service delivery can be improved.
  • Ensure assigned personnel understand and follow applicable post orders, company procedures, and client expectations.
  • Address operational issues promptly and escalate significant concerns to senior leadership.

Workforce & Scheduling
  • Build and maintain employee schedules based on contract requirements and staffing needs.
  • Monitor overtime, open shifts, absences, and other labor-related concerns.
  • Coordinate coverage when staffing changes occur.
  • Track employee performance, attendance, and overall reliability.
  • Work with recruiting and operations teams to support staffing needs.

  • Ensure personnel use assigned equipment appropriately and according to company requirements.

Required Qualifications
  • Valid driver's license required.
  • Minimum of 10 years of law enforcement experience preferred.
  • 10 years of military experience may be considered in place of law enforcement experience.
  • Previous leadership, supervisory, or management experience.
  • Strong organizational and time-management abilities.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple locations, personnel matters, and operational priorities.
