Summary Statement
The Delaware Judicial Branch seeks a dynamic, highly organized Deputy Chief Information Officer (Deputy CIO) to support the CIO in leading the Judicial Information Center and advancing its strategic technology vision.\r\n\r\n\r\nReporting to the CIO, the Deputy CIO provides executive leadership and operational oversight across enterprise technology services, including cybersecurity, infrastructure, applications, data, end-user services, and technology procurement. The position helps ensure secure, reliable, user-centered technology that supports court operations, improves efficiency, and expands access to judicial services.\r\n\r\n\r\nThe Deputy CIO also plays a key role in technology strategy, governance, resource planning, organizational performance, and workforce development. The ideal candidate is a strategic, collaborative, and motivational leader with strong communication skills, sound judgment, and a proven ability to lead teams, foster accountability, and deliver results in a complex, mission-driven environment.\r\n\r\n\r\n

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n\r\nThe Deputy Chief Information Officer (Deputy CIO) provides executive leadership and operational oversight of Judicial Branch technology, ensuring secure, reliable, and strategically aligned IT services that support the court's mission to administer justice and provide meaningful public access to the judicial system.\r\n\r\n\r\n\r\n\r\n\r\n Support the CIO in developing and executing the Judicial Branch IT strategy and technology roadmap, aligning technology investments, services, and initiatives with organizational priorities and the courts' long-term mission.\r\n Provide executive oversight of day-to-day IT operations, ensuring effective, efficient, secure, and customer-focused delivery of technology services across the Judicial Branch.\r\n Lead and develop IT teams and personnel, with responsibility for performance management, staff coaching, professional development, workforce planning, and fostering a culture of accountability, collaboration, and continuous improvement.\r\n Oversee teams responsible for 24x7x365 support of mission-critical systems, applications, infrastructure, and facilities, ensuring high availability, operational resilience, cybersecurity, and timely response to incidents and service disruptions.\r\n Provide executive leadership for major IT programs and projects, ensuring initiatives are effectively planned, prioritized, and delivered within established scope, schedule, budget, quality, and performance requirements.\r\n Partner with judicial leaders, court administrators, and other stakeholders to identify technological needs, establish priorities, resolve operational challenges, and ensure IT services effectively support court operations and public access.\r\n Promotes continuous improvement and operational excellence by evaluating IT processes, service delivery, technologies, and organizational capabilities and implementing improvements that enhance reliability, efficiency, security, and user experience.\r\n\r\n\r\n\r\n\r\n\r\n
Job Requirements
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n\r\n\r\n\r\n\r\n Bachelor's degree from an accredited college or university.\r\n Minimum of 5 years of progressive experience in the Information Technology field. (Additional IT certifications and advanced degrees may be considered in lieu of some experience).\r\n At least 4 years of involvement in IT modernization initiatives serving as a Technical Lead, Subject Matter Expert, Project Manager, or Executive.\r\n At least 3 years of direct managerial experience overseeing a team in an organization of 30 or more employees.\r\n Minimum of 3 years of experience in IT and project budget planning and management.\r\n Minimum of 2 years of vendor management experience including contracting, relationship oversight, and contract compliance.\r\n\r\n\r\n\r\n\r\n\r\n
